Functions 

Administer permits over initial market access pollutants to control and prevent environmental pollution and ecological damages; Formulate and implement the policies, plans, laws and regulations, departmental rules, standards and specifications over environmental impact assessment and pollution emission permits for construction projects; Assess regional and spatial ecological and environmental impact; Compile and execute the requirements for ecological conservation redline, environmental quality bottom line, resource use upper limits, and negative checklists for environmental access; Review environmental impact statements for construction projects besides nuclear, radiation, coastal and offshore projects; Provide guidance for the filing of environmental impact statements for construction projects; Conduct technical reviews of environmental impact statements for construction projects; Organize the post-assessment of the environmental impacts of construction projects; Coordinate pollution emission permitting and management; Guide and coordinate the prevention and handling of environment-related social risks resulting from new projects.
