Huang Runqiu, male, Han ethnicity, was born in Changsha, Hunan Province in August 1963. He is a member of the Jiusan Society. He started his career in September 1988. He graduated from the Hydrology Department of the Chengdu College of Geology (currently known as the Chengdu University of Technology) with a major in Engineering Geology. He has a postgraduate education, holds a PhD degree in engineering and the professional title of professor.
