The theme forum of the 2018 annual general meeting of CCICED on “Green Belt and Road and 2030 Sustainable Development Agenda” was held in Beijing on Nov. 2. Li Ganjie, MEE Minister and the Council’s Executive Vice Chairperson, and Erik Solheim, the Council’s Vice Chairperson, UN Deputy Secretary General, and UNEP Executive Director co-chaired the forum.
This year marks the fifth anniversary of the Belt and Road initiative, which represents not only a path of economic prosperity, but also a way towards green development, said Li. General Secretary Xi Jinping has reiterated on multiple occasions the importance to close environmental ties, act on the green development philosophy, and work together to build green Belt and Road and achieve the 2030 sustainable development goals.
The Ministry has made positive progress in advancing the Belt and Road initiative over the past five years, stressed Li. Specifically, in terms of establishing platforms, the development of the ecological and environmental protection big data service platform has been accelerated, and the MEE has worked with the UNEP to initiate the international alliance for green development under the initiative and establish China-Africa, China-Cambodia environmental cooperation centers and other regional and national cooperation platforms. In terms of policy interconnectivity, the Ministry has promulgated a guideline to advance the green Belt and Road initiative and a program for the ecological and environmental cooperation under this framework, and organized high-level international dialogues. In terms of advancing technological cooperation, the environmental technology exchange and transfer center under the Belt and Road initiative and China-ASEAN Pilot Base for Environmental Technology and Industrial Cooperation and Communications have been set up, and the Chinese enterprises have been mobilized to start an initiative to “honor the corporate environmental responsibility and build green Belt and Road”. In terms of inter-people communications, China has implemented the green Silk Road messenger program and organized the foreign aid training program for other belt and road countries on environmental management.
The green Belt and Road initiative provides a vital pathway for the implementation of the 2030 sustainable development agenda and will offer more and green public goods for the belt and road countries and regions, said Li. He welcomed wider partnership under the international alliance and hoped the government, the industry, the NGOs, and the public to establish cooperation for fruitful ecological and environmental cooperation under the initiative. He also reiterated the importance to strengthen the policy dialogues and interconnectivity of standards and advance the green cooperation on the infrastructure, products and trade, and financial services among the belt and road countries.
Mr. Solheim held that China has witnessed magnificent achievements in the economic and social development and ecological and environmental protection since the reform and opening-up four decades ago. The Belt and Road initiative has offered a new thinking for the global development and cooperation and contributed Chinese wisdom and solutions to tackling the global development dilemmas. China may well share its successful experience in green development with other belt and road countries through the international alliance for green development.
