Zhai Qing attends the third training seminar on strict air pollution inspection in the Beijing-Tianjin-Hebei region and surrounding areas

On May 31, MEP held the third training seminar in Beijing targeting the air pollution inspectors about to tour around the Beijing-Tianjin-Hebei region and surrounding areas. On behalf of the Leading Party Members' Group, Vice Minister Zhai Qing spoke at the opening session.

Zhai proposed several requirements for the participating inspectors, first, raise awareness, the strict air pollution inspection is a concrete move to implement the decisions and deployments of the CPC Central Committee and the State Council for strengthening air pollution control and a major decision by the Ministry's Leading Party Group. Therefore, the inspection teams and the inspectors should live up to the earnest expectations on them and their missions. Second, highlight the priorities, and constantly improve their work styles and methodologies. Especially when they urge the local governments to straighten out the “small and sporadic polluters” and other pressing environmental problems, they should grasp and highlight the priorities, and press ahead in all fronts in accordance with laws and regulations. Third, they should strictly observe the honesty and self-discipline rules. Zhai also cautioned the inspectors about the traffic, accommodation, and personal safety issues.

Four hundred and forty-eight backbone environmental inspectors with 16 provinces (autonomous regions, municipalities) including Beijing, Tianjin, Hebei, Henan, Shandong, Shanxi, Sichuan, Zhejiang, Guangdong, Jiangsu, Gansu, Heilongjiang, Jilin, Inner Mongolia, Qinghai, and Xinjiang attended the training seminar. They are about to attend the fifth and sixth rounds of strict inspection in which 112 trainees will be headed for the target 28 cities tomorrow.

Representatives with distinguished performances in the third round inspection passed on their experience to the trainees. Hubei Wuhan Municipal Environmental Supervision and Inspection Detachment Lei Ming, and Jiangsu Xuzhou Municipal Environmental Supervision and Inspection Detachment Zhang Li shared their experience in the pre-inspection preparations, internal division of responsibilities, and use of IT tools, which is instrumental for the upcoming inspection. The Environmental Supervision and Inspection Bureau and Department of Air Environment Management interpreted the relevant policies, key points of inspection, work methodologies and technical instruments.

Moreover, on May 30, the 23 inspection teams checked a total of 339 enterprises (organizations) and found environmental problems in 267 of them. Of the problematic enterprises, 104 were small and sporadic polluters, 26 did not install pollution control facilities, 13 ones did not keep their pollution control facilities operated normally, and 23 ones had problems with VOCs control. Since June 1, the inspection teams will resume the inspection on five cities including Tianjin, and Taiyuan, Yangquan, Changzhi, and Jincheng of Shanxi Province. By then all of the 28 inspection teams will continue the strict inspection in the Beijing-Tianjin-Hebei region and surrounding areas.
