Zhai Qing presents and speaks at a meeting on promoting the implementation of the “three meetings and one lecture” system by the CPC MEP Committee

MEP held a meeting on promoting the implementation of the “three meetings and one lecture” system by the CPC MEP Committee in Beijing on Oct. 12. The purpose is to study and put into action the guiding principles of a series of important statements of General Secretary Xi Jinping and the requirements of the CPC Central Committee for comprehensively governing the Party with strict discipline, made headways with the Party building of the internal departments and affiliated institutions, and provide solid guarantee for the decision-making and planning of the Central Committee for environmental protection. Zhai Qing, a member of the Leading Party Members’ Group, Vice Minister, and Secretary of the CPC MEP Committee presented at and spoke at the meeting.

The meeting heard reports by the 13 Party branches based in the internal departments and Beijing-based regional offices and affiliated institutions on the implementation of the “three meetings and one lecture” system.

Zhai responded that since the 18th National Congress of the CPC, the CPC Central Committee with Xi Jinping at its core has highly valued the Party building and required the implementation of the “three meetings and one lecture” system. To faithfully implement this system is one of the major moves to fulfill the requirement of comprehensively governing the Party with strict discipline, a focus to enhance cohesion and combat capacity of the Party organizations, and a major guarantee to implement the decisions and plans of the Central Committee for building ecological civilization and protecting the environment. The Party organizations at all levels should be fully aware of the significance of the “three meetings and one lecture” system and make sure the said decisions and plans are effectively implemented.

Zhai noted that in recent years, the Leading Party Members’ Group has earnestly implemented the decisions and plans of the CPC Central Committee and the State Council, and made active progress in promoting Party building. However, some of the Party branches in the internal departments and affiliated institutions lack adequate understanding of the important position and role of the “three meetings and one lecture” system in Party building, and do not make well-thought plans to make the system effectively implemented.

In this context, Zhai stressed that it is imperative to strictly organize the intraparty life system. We should pay close attention to the implementation of the “three meetings and one lecture” system. The Party organizations at all levels should be aware of the significance of such implementation. The secretaries of the Party branches should, as the first responsible person of the Party branch, make sure each and every task, requirement, step, and measure of this system is fully put into action.

Second, we should strictly implement the basic requirements of this system. We will put the guiding principles of the statements of General Secretary Xi Jinping and the Party rules and regulations on top position, and stick to the themes and schedules of the “three meetings and one lecture”.

Third, we should improve the quality of the “three meetings and one lecture”. The Party branches should decide the theme and form of the meeting or lecture based on actual circumstances, explore effective ways for the implementation of innovation system, find more lecturers and make the lectures more attractive.

Fourth, we should enhance the assessment and inspection on the implementation effects. We will check the implementation of this system in a myriad of ways, ranging from daily supervision, random check, thematic inspection, to work report and review.

The secretaries of the Party branches of the internal departments, and of the Party organizations of Beijing-based regional offices and affiliated institutions attended the meeting.
