Zhao Yingmin goes on an inspection tour (Handan)

On the morning of May 12, Vice Minister Zhao Yingmin arrived in Handan Municipality of Hebei Province in North China, the second stop of his inspection tour, where he, on behalf of the Ministry, sent regards to the air pollution inspectors and gave full recognition to their work so far. On the afternoon, Zhao and his team went to Guantai Town of Cixian County for a field inspection on the treatment of scattered and sporadic polluter clusters, and the operation of online monitoring system targeting elevated sources in Lushun Coking Company and Fengfeng Huaming Coking Company.

Zhao required that the local Party committees, governments, and relevant departments at all levels in Handan attach great importance to straightening out the scattered and sporadic polluter clusters, relocate or rectify the enterprises with conditions within a specific time limit, and shut down those that failed to comply with national industrial policies and were beyond treatment. The inspectors should take advantage of their professional skills, focus on checking the progress in treating the scattered and sporadic polluter clusters and the attainment performances of key pollution sources, launch serious investigations into law-breaking polluters, and urge the enterprises to comply with laws and substantially prevent and control air pollution.

On May 11, 23 inspection teams checked a total of 217 enterprises (institutions) and spotted environmental problems in 160 of them, taking up 73.7 percent. Of the problematic enterprises, 64 were scattered and sporadic polluters, 24 failed to install pollution control facilities, 10 failed to keep such facilities in normal operations, and nine had VOCs control problems.

By May 11, the 23 inspection teams sent by the Ministry had concluded the second round air pollution inspection. Statistics showed from April 28 to May 11, the inspection teams checked 3,846 enterprises (institutions) and found problems in 2,546 of them, accounting for 66.2 percent. Of the problematic enterprises, 945 were scattered and sporadic polluters, 271 failed to install pollution control facilities, 252 failed to keep such facilities in normal operations, five provided fake automatic monitoring data, 110 had VOCs control problems, 13 emitted excessive air pollutants, and 328 failed to take effective flying dust control measures. The inspection results indicated the following prominent problems, including, inter alia, the illegal operation of scattered and sporadic polluters, inefficient flying dust control measures, failure to install pollution control facilities, and failure to keep the pollution control facilities run normally.
