Zhao Yingmin speaks at the Director General’s working meeting and monthly schedule meeting of the National Joint Center for Air Pollution Control

The National Joint Center for Air Pollution Control held the Director General’s working meeting and monthly schedule meeting in Beijing on Oct. 9, in order to promote the fast implementation of the project on the causes of heavy air pollution and key control technologies, and implement the guidelines of the second meeting of national leading group for air pollution control. Zhao Yingmin, Deputy Leader of the Leading Group for the Causes of Heavy Air Pollution and Key Control Technologies, Director of the Office of the Leading Group, and Vice Minister of Environmental Protection, presented and spoke at the meetings.

Zhao pointed out that to control the air pollution in the Beijing-Tianjin-Hebei region and surrounding areas is a major political mission deployed by the CPC Central Committee to improve the wellbeing of the local people, and a major project to integrate scientific studies with decision-making and with control of air pollution.

Zhao stressed that the air pollution control should highlight the objectives and problems, take all factors into consideration, build consensuses through efficient cooperation, and work out three solutions, a. find out the causes and sources of heavy air pollution of this region, b. put forward industry-and sector-specific air pollution control measures, based on the evaluated regional emission status; c. work out air quality improvement pathways and heavy air pollution response measures, and develop city-specific air pollution plans for the “2+26” cities.

It is important to break the bottlenecks in environmental science and technology, improve the scientific research efficiency, and work more effectively and efficiently to produce outcomes and benefits, so as to offer scientific support for the precise decision-making for the air pollution control in the Beijing-Tianjin-Hebei region and surrounding areas.

Zhao required that the joint center should well define the responsibilities of all stakeholders, and make specific implementation plans and timelines; launch the comprehensive observations in the autumn and winter as soon as possible through data networking and sharing; send researchers to stay in the “2+26“ cities and conduct follow-up researches to find out the real problems and support the scientific decision-making for the air pollution control in this region; interpret the causes of the heavy air pollution to the general public, organize the exchanges among the scientists, the government, the media outlets, and the general public, and establish efficient information management and release platform; use the project funds strictly, make them public, and make sure every penny is well spent and traceable.

More than 40 participants attended the meeting, including the directors general of Department of Science, Technology, and Standards, and Department of Air Environment Management, the Director General and Deputy Director General of the Joint Center, Director of its Research Department, the secretaries of the project subject teams, and the observation and follow-up researchers.
