On November 1, SEPA Minister Zhou Shengxian met with Mrs. Margaret Chan (Chan Fung Fu-chun), Director General of the World Health Organization in Beijing. Both sides held discussions on the environmental and health issues of common concern.
On the same day, China-Sweden Workshop on Sustainable Development was conducted in Beijing. Vice Minister Zhou Jian attended the workshop and delivered remarks.
Also, SEPA adopted the Technical Criteria on Monitoring of Dioxin from the Incineration Facilities of Hazardous Wastes (including medical wastes) as one of the national standards in environmental sector.
On November 2, SEPA adopted the Technical Requirements for Environmental Labeling Products-Offset Printing Ink as one of the national standards in environmental sector.
On November 3-4, the international workshop on "Strategic Environmental Impact Assessment in China" was unveiled in Beijing. Vice Minister Pan Yue attended the workshop and gave a speech.
On November 7, Vice Minister Pan Yue met with the U.S. delegation of national legislative leaders.
On November 8, SEPA Minister Zhou Shengxian met in Beijing with Mr. Haruhiko Kuroda, the President of Asian Development Bank (ADB). Both sides exchanged views on enhancing the cooperation in the environment field.
On November 9, Vice Minister Zhou Jian met in Beijing with Mr. Brice Lalonde, the French climate ambassador. Both sides exchanged views on responses to the climate change, energy saving and emissions reduction, and cleaner production.
On November 12, Vice Minister Zhou Jian met in Beijing with Peter Regan, global CEO of Environmental Resources Management Group in Britain and his retinue. Both sides exchanged views on China's environmental protection policies.
On the same day, SEPA adopted the Technical Requirements and Testing Methods on the Automatic Sampler for Water Quality and another regulation, two of the national standards in the environment sector.
On November 14, the National Working Meeting on Pollution Control of Rivers was conducted in Zhengzhou city, Henan Province. SEPA Minister Zhou Shengxian attended the meeting and delivered remarks. He stressed that we should bear in mind the guideline of the 17th National Congress of CPC and use it to form a cohesive force and guide our actions; we should implement the scientific outlook on development in an all-round way, rehabilitate the rivers, mobilize the whole society to form the concept of ecological civilization, and speed up the efforts to build a resource-saving and environment-friendly society. Deputy Governor of Henan Province Mr. Zhang Dawei attended the meeting, and SEPA Vice Minister Zhang Lijun was the chairman. The heads of environmental protection bureaus of Liaoning, Henan, and Gansu Province reported on the progress of pollution control in rivers of their own provinces.
On November 15, the working meeting on the study of China's macro environmental strategies was held in Beijing. The meeting conveys the guideline of the report by Mr. Xu Kuangdi, the head of the leading group on the study of China's macro environmental strategies and Vice President of CPPCC, at the progress briefing meeting. The meeting also had the reports of the tasks forces on their progress and arranged the work for the next phase. SEPA Minister Zhou Shengxian attended the meeting and delivered important remarks. Mr. Zhu Guangyao, vice head of the group on study of China's macro environmental strategies and member of the Party Committee of SEPA chaired the meeting.
On the same day, the 2007 annual forum of the "Earth Prize" was unveiled in Beijing. Vice Minister Pan Yue presented at the awarding ceremony.
On November 17, the 3rd Green Fortune (China) Forum & the serial Workshop on Energy Saving, Emissions Reduction and Entrepreneur's Social Responsibility was held in Beijing. The Deputy Chief of the Standing Committee of the National People's Congress Gu Xiulian and SEPA Vice Minister Wu Xiaoqing attended the opening ceremony.
On November 21, the 3rd National Forum on Environment and Health was conducted in Beijing. The Action Plan on Environment and Health (2007-2015) was officially initiated. Vice Minister of Ministry of Health Chen Xiaohong and SEPA Vice Minister Wu Xiaoqing presented the opening ceremony and delivered remarks.
On the same day, SEPA adopted the Technical Criteria on Control of Pollution Caused by Dust in Cities, one of the national standards in environment sector.
On November 22, the State Council printed and distributed the 11th Five-Year Plan on Environmental Protection, which was developed by SEPA and NDRC.
On the same day, SEPA adopted the Technical Requirement for Environmental Protection Product-Supersonic Flowmeters of Wastewater and another four national standards in the environment sector.
On November 26, SEPA organized the environmental protection bureaus of Jilin and Heilongjiang Province and Changchun municipal government to conduct the drills on emergency responses to the environmental accidents in the Songhua River Basin. Counselor of the State Council and Chief of the Expert Group on National Emergency Management Mr. Shan Chunchang and Mr. Lu Junhua, Director of the Office of Emergency Responses under the State Council viewed the drills in SEPA headquarters and delivered remarks. SEPA Minister Zhou Shangxian proposed to enhance the pre-warning and pre-monitoring system for environmental emergencies, and with a high sense of responsibility and sense of noble mission, to perform the duties on responses to environmental emergencies. SEPA Vice Minister Zhang Lijun made a mobilization speech and in order to follow the instruction of Minister Zhou, proposed several requirements. Member of the Party Committee of SEPA and head of the Discipline Inspection Group Ms. Fu Wenjuan watched the drills at the scene, while leaders from Ministry of Construction, Ministry of Public Security, Ministry of Water Conservancy, Ministry of Construction, State Administration of Work Safety, and China Meteorological Administration watched the drills in Beijing and gave guidance.
On the same day, Vice Minister Li Ganjie met in Beijing with Mr. Michael Schaefer, the visiting German Ambassador to China. Both sides exchanged views on the international cooperation in environment field and the responses to the climate change.
On November 28-30, the Annual General Meeting (AGM) of China Council for International Cooperation on Environment and Development was held in Beijing. On the 29th, Premier Wen Jiabao met with the international Council Members in Zhongnanhai, when the Council's international Vice Chairs Mr. Töpfer and Mr. Blunde reported to the Premier on the policy recommendations proposed by the AGM to the Central Government. Premier Wen highly commented the theme of this year's meeting, indicating that innovation and environment-friendly society are two of the big issues in China's development strategies. SEPA Minister Zhou Shengxian, member of the Party Committee Zhu Guangyao and Vice Minister Li Ganjie also presented the meeting. On 28th, Vice Premier of the State Council and Chairman of the China Council at its 4th phase Mr. Zeng Peiyan attended the opening ceremony of the AGM and delivered important speeches. Chairman of the UN Intergovernmental Committee on Climate Change and the 2007 Nobel Peace Laureate Dr. Pachauri made a keynote speech on climate change. SEPA Minister and the Chinese Executive Vice Chair of the Council Mr. Zhou Shengxian delivered a special speech entitled "To Focus on Emissions Reduction and Rehabilitate the Rivers, Lakes and Seas". UNEP Executive Director and the international Council Member Mr. Steiner had a special remark, too. Member of the Party Committee of SEPA Zhu Guangyao and Vice Minister Li Ganjie also attended the meeting.
On November 29, Vice Minister Li Ganjie met in Beijing with Jeremy, the Director General of Industrial Department of UK Trade and Investment section. Both sides exchanged views on enhancing the international cooperation and promoting bilateral environmental protection and sustainable development.
On the same day, Vice Minister Li Ganjie met in Beijing with Ms. Julia Marton-Lefèvre, the Director General of IUCN. Both sides had friendly talks on the bilateral cooperation as well as the World Conference on Nation Conservation to be held in Barcelona in October 2008.
On November 30, SEPA printed and distributed the Detailed Rules on Calculating the Reduction of the Total Amount of Major Pollutants (on trial).
