On Jan. 3, SEPA printed and issued National Eleventh Five-Year Plan on Prevention and Control of Acid Rain and SO2 Pollution.
On Jan. 4, a teleconference on the first national pollution census was held in Beijing. Vice Premier and head of the leading group of national pollution census Zeng Peiyan attended the meeting and made remarks. Deputy Secretary of the State Council Zhang Ping hosted the meeting. Participants making remarks at the meeting included SEPA Minister Zhou Shengxian, Minister of National Bureau of Statistics of China Xie Fuzhan, Vice Minister of Ministry of Finance Zhang Shaochun, Vice Governor of Jiangsu Province He Quan and Vice Mayor of Chongqing Municipality Yu Yuanmu.
On the same day SEPA approved Guide of Safety-Assessment on Application of Microbial Blends in Environmental Protection as national standard for environmental protection.
On Jan. 7, SEPA Vice Minister and Minister of National Nuclear Safety Administration Li Ganjie met with a visiting delegation headed by US Nuclear Regulatory Commission Dr. Dale E. Klein. They held a discussion on enhancing cooperation in the field of nuclear safety, especially in AP1000 reactor and signed Protocol on Nuclear Safety Cooperation between China and US.
On Jan. 8, the first national meeting on soil pollution control was held in Beijing. SEPA Minister Zhou Shengxian attended the meeting and made remarks. He highlighted the need to get fully aware of the importance of strengthening soil pollution control, increase spending and solve outstanding soil problems in real earnest in a bid to open up a new situation in this area. SEPA Vice Minister Wu Xiaoqing hosted the meeting and made a summary in the end.
On Jan. 15, SEPA issued a public notice on implementing the standard for control of harmful substances from vehicle gasoline.
On the same day SEPA approved the Guidelines for the Generic Name of New Chemical Substances as national standard for environmental protection.
On Jan. 17, SEPA released two revised national standard for environmental protection including Technical Specifications for Fume Desulphurization in Thermal Power Plants -- Fume Circular Sulfur Bed Methos (HJ/T 178-2005) and Technical Specifications for Fume Desulphurization in Thermal Power Plants -- Limestone/Lime-Gypsum Methos (HJ/T 179-2005).
From Jan. 22 to 23, a national meeting of directors of provincial environmental protection bureau was held in Beijing. SEPA Minister Zhou Shengxian attended the meeting and made a work report. Minister Zhou raised requirements in the context of acting in the spirit of the 17th National Congress of CPC and the Central Economic Working Conference, analyzed the situation of China's environmental protection work and clarified the guiding thought and overall requirements for environmental work. He also summed up the latest achievements since the 11th Five-Year Period and made arrangements for the remaining three years of the Period, particularly for the year 2008. SEAP Vice Minister Zhang Lijun presided over the meeting and member of the leading Party members' group Zhu Guangyao, Vice Ministers Wu Xiaoqing, Zhou Jian and Li Ganjie and leader of the Discipline Inspection Group Fu Wenjun attended the meeting.
On Jan. 23, SEPA issued administrative measures on import and export of five highly poisonous organic phosphor fertilizers including methamidophos.
On the same day SEPA printed and issued 2008 Work Plan on National Environmental Monitoring.
On Jan. 25, a workshop on the role of strategic environmental impact assessment in overall decision-making was held in Beijing. Director of SEPA's Advisory Board of Strategic EIA, also Vice Minster Pan Yue attended the workshop and made a speech.
On the same day, SEPA Vice Minister Li Ganjie met with visiting UN under-secretary-general Sha Zukang in Beijing. They exchanged views on climate change and other international environmental issues.
On the same day, SEPA released Administrative Measures on the Approval of Exporting Hazardous Wastes, which will take effect on March 1, 2008.
On Jan. 28, SEPA Minister Zhou Shengxian met with visiting delegation led by Russian Minister for Natural Resources Yuri Trutnev. They exchanged views on further promoting development and use of water resources crossing the border of China and Russia.
On the same day, the Second GMS Environment Ministers Meeting was held in Vientiane, Laos. SEPA Vice Minister Wu Xiaoqing led a delegation for the meeting and made remarks.
On the same day, SEPA Vice Minister Li Ganjie met with visiting Executive Secretary of US Treasury Ms. Taiya Smith. They thoroughly exchanged views on environmental issues of common interest.
On the same day, SEPA Vice Minister Li Ganjie met with a visiting delegation led by Finnish Minister for Foreign Trade and Development Paavo Vayrynen. They exchanged views on environmental issues of mutual concern and bilateral cooperation in the field of environmental protection.
On Jan. 31, SEPA Minister Zhou Shengxian inspected Beijing Olympic venues on their construction and operation and the ambient air monitoring center in Olympic Forest Park. He also observed remote sensing monitor of emissions. Zhou Shengxian went to Environmental Protection Bureau of Chaoyang Dist., Beijing to visit grass roots and expressed his gratitude and season's greetings to environmental workers and people of all walks that support environmental protection across the country. Member of Political Bureau of CCCPC, Secretary of Beijing Municipal Party Committee Liu Qi and Mayor of Beijing Guo Jinlong met the inspection team before their on-site investigation. They had a deep discussion on implementing the principle of the meeting on the arrangements of Beijing Olympic Games by Political Bureau of CCCPC. SEPA Vice Minister Zhou Jian joined in the discussion.
On the same day, SEPA Minister Zhou Shengxian met with a visiting delegation headed by German Minister for the Environment, Nature Conservation and Nuclear Safety Gabriel in Beijing. They had a thorough exchange of views on environmental issues of common interest.
On the same day SEPA and NDRC jointly printed and issued Plan for Water Pollution Control of the Three Gorges Reservoir Area and its Upper Reaches (revised version).
