On February 4, the Ministry of Environmental Protection (MEP) ratified six standards as national environmental protection standards including the Technical Guidelines over the Compilation of the Technical Requirement for Environmental Labeling Products, and these six standards shall be put into force from May 1 of 2009.
On February 9, MEP issued the Circular on the Examination and Checkup over the Projects on the Capacity Building of the Automatic Monitoring and Control of State-level Major Pollution Sources.
On February 11, the Committee for the Awarding of S&T for Environmental Protection approved the awarding of the 2008 S&T Prize on Environmental Protection to 48 projects including the one on the research of the Mandatory Standard for the Prevention and Control of Emissions of Vehicle (Ships).
On February 12, MEP Vice Minister Wu Xiaoqing met with Mr. Lajos Oláh, State Secretary of the Ministry of Water and Environment of the Republic of Hungary and his delegation in Beijing, and the two sides exchanged views over environmental issues of common concern.
From February 16 to 17, the National Work Meeting on Environmental Monitoring was held in Beijing. MEP Minister Zhou Shengxian attended and addressed the meeting, and Vice Minister Wu Xiaoqing hosted the meeting and delivered a work report. Relevant departments of the State Council and the leading officials from local EPBs of various provinces (autonomous regions and municipalities) were present at the meeting.
On February 16, MEP held the Video Conference on the Environmental Law Enforcement of the Yangtze River in Beijing, deploying the environmental law enforcement moves at the trunk stream and 10 major Class I branches of the Yangtze River. MEP Vice Minister Zhang Lijun was present at and addressed the meeting.
On the same day, the 25th Session of the Governing Council/Global Ministerial Environment Forum of UNEP was convened in Nairobi of Kenya. MEP Vice Minister Li Ganjie heads the Chinese delegation to attend the Council and delivered a speech. In the afternoon, Vice Minister Li, together with Achim Steiner, Executive Director of UNEP jointly unveiled the Exhibition of Green Beijing Olympics.
On February 17, the 25th Session of the Governing Council/Global Ministerial Environment Forum of UNEP launched negotiation at the ministerial level under the theme of “Global Crisis: Marching towards Green Economies”. Ministers from the government of 208 countries as well as the heads of various international organizations attended the forum. MEP Vice Minister Li attended the Forum and delivered a speech.
On February 18, the Work Meeting on the 1st National Census on Pollution Sources (phase for summary and release) was held in Nanjing, and MEP Vice Minister Zhang Lijun attended the meeting and delivered a speech.
On the same day, the 2009 National Work Meeting on S&T for Environmental Protection was held in Beijing. MEP Vice Minister Wu Xiaoqing was present at the meeting and delivered a speech. Relevant departments under the State Councils and principal officials from local EPBs of various provinces (autonomous regions and municipalities) attended the meeting.
On the same day, MEP held the Coordination Meeting on Environmental Protection Work of Ningxia in its capital city Yinchuan. At the meeting, MEP Vice Minister Zhou Jian and Vice Governor of Ningxia Hui Autonomous Region Qi Tongsheng signed the Agreement on the Cooperation in Enhancing the Construction of Environment-friendly Ningxia Hui Autonomous Region. The Governor of Ningxia Hui Autonomous Region Wang Zhengwei and Deputy Secretary-general of the Party Committee of Ningxia Yu Gesheng were present at the meeting.
On February 19, the Meeting for the Startup of the Key Special Program on the S&T for the Pollution Control and Treatment of Water Bodies was held in Beijing. Over 600 people including MEP Vice Minister Wu Xiaoqing, Head of the Permanent Discipline Inspection Group of MEP Ms. Fu Wenjuan, Vice Minister of Science and Technology Liu Yanhua, Vice President of Chinese Academy of Science Ding Zhongli, academician of Chinese Academy of Engineering Qian Yi as well as representatives from various unit members of the special water programs and representatives from different local leading groups attended the meeting.
On the same day, the 1st Leading Group Meeting for the Strategic EIA Program over the Development of Key Industries in Five Major Regions & the Startup Ceremony for the Program was held in Beijing, marking the formal kickoff of the strategic EIA over the development of key industries in five major regions of Bohai rim area, west side of the Taiwan Strait, the Beibu Gulf, Chengdu and Chongqing and the energy-based chemical parks in the middle and upper reaches of the Yellow River. MEP Vice Minister, Head of the Leading Group of the Strategic EIA of Five Major Regions Wu Xiaoqing was present at the meeting and delivered a speech.
On the same day, MEP issued the Notice on Conducting the Mid-term Evaluation of the National 11th “Five-Year” Plan on Environmental Protection.
From February 23 to 25, the National on-the-spot Meeting on Pollution Prevention and Control was held in Shanghai, and MEP Vice Minister Zhang Lijun was present at and addressed the Meeting. Relevant departments under the State Councils and principal officials from local EPBs of various provinces (autonomous regions and municipalities) attended the meeting.
On February 26, the Meeting on the Review for the In-depth Learning and Practice of the Scientific Outlook on Development of MEP was held in Beijing. The Secretary of Party Group and Minister of MEP, Zhou Shengxian was present at and addressed the Meeting, and the Co-chair of the 21th Instruction and Inspection Team for the Learning and Practice Move of the CPC Central Committee, Yang Yuxue was present at the meeting. The members of the Party Group and Vice Ministers of MEP, Pan Yue, Zhang Lijun, Zhou Jian, Li Ganjie and Fu Wenjuan and MEP Party Group member Hu Baolin also attended the meeting.
