MEP approved 6 standards including Technical Standard for Site Inspection of Industrial Pollution Sources and Technical Requirements for Six-Valence Chromium Water Quality On-line Monitor as national environmental protection standards, which will go into effect as of June 1, 2011.
MEP printed out and distributed the Circular on Program on Assessment of Radiation Environment Monitoring Capacity (Provisional).
On the same day, MEP printed out and distributed the Circular on Further Standardize Supervision and Management and Conduct Strict Environmental Protection Check on Listed Companies.
On the same day, MEP made announcement on No. 62 batch of vehicles and engines meeting Grade III emission standard and No.38 batch of vehicles and engines meeting Grade IV emission standard of such standards as Limits and measurement methods for emissions from light-duty vehicles (China Grade Ⅲ、Ⅳ) (GB18352.3－2005), Limits and Measurement Methods for Exhaust Pollutants from Compression Ignition and Gas Fueled Positive Ignition Engines of Vehicles (III, IV and V)
(GB17691－2005), Limits and Measurement Methods for Emissions of Pollutants from Motorcycles on the Running Mode (China stage Ⅲ) (GB14622－2007), as well as products and pollution control devices.
On the same day, MEP approved two standards including the Standard for Control of Hazardous Substances in Vehicel Petrol (Stage IV and V) as national environmental protection standards, which will go into effect as of May 1, 2011.
MEP solicited comments and suggestions on Technical Standards for Sewage Treatment by Biomembrane Method —Biological Filtering Pool (Draft for comments).
MEP approved Technical Standards for Pollution Control in Recycling of Waste Mineral Oil as a national environmental protection standard, which will go into effect as of July 1, 2011.
MEP Minister Zhou Shengxian chaired a MEP executive meeting. The meeting listened to the briefing about children blood lead pollution incidence in Huaining, Anqing of Anhui Province and supervision on Anqing Environmental Protection Bureau. The meeting reviewed and approved three draft standards such as Pollutant Emission Standard for Vanadium Industry, Air Pollutants Emission Standard for Plain Glass Industry, Water Pollutant Discharge Standard for Phosphorus Fertilizer Industry. It reviewed and passed in principle environmental impact assessment of some construction projects; environmental protection examination comments on companies applying for list or refinancing as well as comments on the application for export of hazardous waste by some enterprises. It reviewed and approved in principle 2011 limits of documents that each MEP department may arrange to local environmental protection departments and 2011 plan for meetings and major activities. MEP Vice Ministers Pan Yue, Zhang Lijun, Wu Xiaoqing, Zhou Jian, Li Ganjie, head of Discipine Inspection Group Fu Wenjuan, Hu Baolin, member of MEP leading party members group and DG of General Office, Chief Engineer Wan Bentai, Nuclear Safety Chief Engineer Yang Chaofei attended the meeting. Heads of relevant departments and bureaus of MEP attended the meeting as observers.
On the same day, MEP released the 2011 exempt amount of CFCs for inhale aerosol in medicine.
On the same day, MEP announced the qualification for approval of environmental impact assessment for construction projects (First batch in 2011).
MEP held a Teleconference on the "12th Five-Year Plan for Comprehensive Prevention and Control of Heavy Metal Pollution" in Beijing. MEP Minister Zhou Shengxian attended the meeting and gave a speech. Zhou Shengxian said, we should firmly carry out decisions of the central government, make more efforts in successful prevention and control of heavy metal pollution, and safeguard public rights & interests and maintain social harmony and stability. MEP Vice Minister Zhang Lijun chaired the meeting. Officials in charge from departments such as NDRC, Ministry of Industry and Information, Ministry of Finance, Ministry of Land and Resources, Ministry of Agriculture and Ministry of Health, heads of 14 key provinces (autonomous regions) including Inner Mongolia; main leaders of environmental protection bureau of each province, autonomous region, municipality and Xinjiang Production and Construction Corps, heads of MEP relevant departments and bureaus as well as regional offices attended the meeting.
On the same day, MEP solicited comments and suggestions on Technical Requirement for Environmental Protection Products—— Vortex Sand Removing Device (draft for comments) and Technical Standard for Treatment and Recycling of Industrial Effluent of Steel Industry (draft for comments).
MEP made public the name list of No. 6 batch of enterprises who get operation license for environmental pollution treatment facilities in 2010.
The 26th Session of UNEP Governing Council & Global Ministerial Environment Forum was held in Nairobi, Kenya. Entrusted by MEP Minister Zhou Shengxian, Ambassador Liu Guangyuan, Chinese representative to UNEP headed a Chinese Government delegation with members from MEP, Ministry of Foreign Affairs and NDRC attended the meeting. The meeting discussed topics such as global environment, chemicals management, 10-year framework on sustainable consumption and production, international environment governance and green economy. More than 1000 people from 140 countries, 20 government organization and representatives of some NGOs management, including 87 representatives at ministerial level. During the meeting, the Chinese delegation had bilateral meetings with officials from Regional Cooperation Division and Early Warning & Assessment Division of UNEP, EU and British Ministry of Environment respectively and exchanged their views on the theme of this meeting, bilateral environment cooperation and other environmental issues of common concern.
2011 National Meeting on Environment Monitoring was held in Xi’an. MEP Vice Minister Wu Xiaoqing attended the meeting and gave a speech. MEP Chief Engineer Wan Bentai chaired the meeting. Deputy Secretary General of Shaanxi Province Li Mingyuan gave a speech on behalf of Shaanxi Province.

2011 meeting on work of environmental protection supervision centers was held in Shenyang. MEP Vice Minister Zhang Lijun said, centering on emission reduction targets, we should carry out successful check on the control of total emission. Targeting on ensuring public health, we will make more efforts in supervision on and handling of major cases.
