On Nov. 1, the 2013 Global South-South Development Expo closed in Nairobi, Kenya. At the closing ceremony, UN Office of South-South Cooperation presented UN South-South Cooperation Award to the Chinese government. MEP Vice Minister Wu Xiaoqing received the award on behalf of the Chinese government.
On the same day, MEP issued a Circular on Doing a Good Job in Air Pollution Control for the winter of 2013.
On Nov. 4, MEP issued Opinions on Strengthening Cooperation between Environmental Departments and Public Security Departments for Law Enforcement.
On Nov. 5, MEP Minister Zhou Shengxian went to Heilongjiang Province to investigate air pollution control work and visited staff of local environmental departments.
On the same day, MEP (National Nuclear Safety Administration (NNSA)) held the 2013 Discussion on Supervision of Nuclear and Radiation Safety today in Beijing. MEP Vice Minister, Administrator of NNSA, Li Ganjie attended the activity and made remarks. MEP Chief Engineer on Nuclear Safety Liu Hua gave a mobilization speech.
On Nov. 8, the 2013 China International Green Innovative Products & Technologies Show & the Second China-Pacific Island Countries Economic Development and Cooperation Forum opened in Guangzhou. MEP Vice Minister Wu Xiaoqing attended the meeting and made remarks.
On the same day, MEP held a discussion for veteran cadres from affiliated organizations in Beijing. MEP Vice Minister Zhou Jian attended the meeting and made remarks. He Jie, Member of Leading Party Members' Group and Director General of MEP Department of Human Resources Management and Institutional Arrangement, chaired the meeting.
On Nov. 11, 2013 Environmental Science & Technology Award Review Meeting was held in Beijing. MEP Vice Minister Wu Xiaoqing attended the meeting and made remarks. Chief Engineer Wan Bentai chaired the opening ceremony.
On the same day, MEP held a report meeting on studying and implementing the Action Plan on the Prevention and Control of Air Pollution in Beijing. MEP Vice Minister Zhai Qing gave a report on the Action Plan and specific measures.
On Nov. 13th, the 2013 Annual General Meeting of China Council for International Cooperation on Environment and Development (CCICED) opened in Beijing. Vice Premier of the State Council and Chairperson of CCICED Zhang Gaoli met with foreign guests of the 2013 AGM of CCICED at Diaoyutai State Guesthouse, Beijing and attended the opening ceremony of the AGM. MEP Minister, Executive Vice Chairperson of CCICED Zhou Shengxian chaired the opening ceremony. Peter Kent, Member of Parliament of Canada, former Environment Minister of Canada and Vice Chairperson of CCICED reported the draft policy recommendations to the government of China on behalf of the Council. MEP Vice Minister, Secretary General of CCICED Li Ganjie presented the work of the Council in 2013 and its work plan for 2014. After the opening ceremony, Zhou Shengxian made a special speech entitled Going All Out to Implement the Action Plan on Prevention and Control of Air Pollution and Let People Enjoy More Fine Days. UNEP Executive Director, CCICED Vice Chairperson Achim Steiner gave an address.
On the same day, MEP Minister, Executive Vice Chairperson of CCICED Zhou Shengxian met with Peter Kent, Member of Parliament of Canada, former Environment Minister of Canada and Vice Chairperson of CCICED and exchanged views with him on topics related to environmental protection. MEP Vice Minister, Secretary General of CCICED Li Ganjie was also present.
On Nov. 14, Premier of the State Council Li Keqiang met with CCICED international Council Members attending the 2013 Annual General Meeting at the Great Hall of the People and held talks with them.

On Nov. 15, the 2013 AGM of CCICED closed. MEP Minister, Vice Executive Chairman of CCICED, Zhou Shengxian gave a summary speech. The closing ceremony was chaired by Achim Steiner, UNEP Executive Director, Vice Chairman of CCICED. Peter Kent, Member of Parliament of Canada, former Environment Minister of Canada and Vice Chairperson of CCICED made remarks and MEP Vice Minister, Secretary General of the CCICED, Li Ganjie presented the work plan for 2014.
On the same day, MEP Minister, Vice Executive Chairman of CCICED Zhou Shengxian met with Achim Steiner, UNEP Executive Director, Vice Chairman of CCICED in Beijing. They exchanged views on topics concerning environmental protection and signed MOU between Ministry of Environmental Protection of the People's Republic of China and the United Nations Environment Program and MOU between China Council for International Cooperation on Environment and Development and the United Nations Environment Program.
On the same day, MEP Party Secretary, Minister Zhou Shengxian chaired a study meeting for the central group of the ministry's leading party members' group, conveying the spirit of the 3rd Plenum of the 18th CPC Central Committee. Zhou stressed that all environmental staff should thoroughly enforce the spirit of the meeting, bear in mind the sacred mission vested by the CPC Central Committee, work hard to promote constant breakthrough in the reform of environmental system and make greater contributions to the building of ecological civilization and a beautiful China. MEP Vice Ministers Pan Yue, Wu Xiaoqing, Zhou Jian, Li Ganjie and Zhai Qing, head of the Discipline Inspection Group in MEP Zhou Ying, Member of Leading Party Members' Group of MEP He Jie，MEP Chief Engineer Wan Bentai and Chief Engineer on Nuclear Safety Liu Hua attended the meeting. Heads from MEP departments, branches in Beijing and affiliates also attended the meeting.
On the same day, 2013 DuPont Cup Environmental News Award was held in Beijing. MEP Vice Minister Pan Yue attended the award ceremony and gave a speech.
On the same day, MEP published the catalogue of construction projects for which approval of EIA will be authorized to departments at lower levels in order to implement the decisions and arrangements of the State Council on deepening the reform of administrative approval system.
On the same day, MPE approved eight environmental standards as national environmental standards including Water quality- Determination of vanadium by graphite absorption spectrometric method, which will be put into effect as of Feb. 1, 2014.
On Nov. 22, the International Workshop on Biodiversity and Green Development featuring "corporations and biodiversity" was held in Beijing. Secretary General of China National Committee on Biodiversity Protection and MEP Vice Minister Li Ganjie addressed the meeting.
On the same day, MEP approved Electromagnetic environmental monitoring method for AC electric power transmission and distribution project (on trial) and Technical Guidelines for Environmental Protection in Coal mining and Processing Projects for Check and Accept Completed Project as national standards on environmental protection, which will be put into effect as of Jan. 1, 2014.
On Nov. 23, the Third Annual Meeting of China Ecological Civilization Research and Promotion Association (CECRPA) was held in Hangzhou, Zhejiang Province. Jiang Chunyun, Chief Advisor of CECRPA, former Member of the Political Bureau of the CPC Central Committee, former Vice Premier of the State Council and Deputy Chairperson of the Standing Committee of the Ninth National People's Congress and Chen Zongxing, Vice Chairperson of the 11th CPPCC and Vice Chairman of Chinese Peasants and Workers Democratic Party attended the meeting and made remarks. MEP Vice Minister Li Ganjie attended the meeting and gave a keynote speech. Zhu Guangyao, Vice Chairman of CECRPA, former Vice Minister of State Environmental Protection Administration and Deputy Secretary of the ministry's leading party members' group, chaired the opening ceremony. Officials from some provinces, cities and state departments attended the meeting.
On Nov. 25, MEP Vice Minister Li Ganjie met with a delegation led by former French Minister Dominique de Villepin in Beijing and exchanged with them on topics concerning environmental protection.
On the same day, MEP Minister Zhou Shengxian went to went to Kunming Environmental Monitoring Center and Yunnan Provincial Environmental Protection Bureau to have face-to-face exchanges with local staff and social representatives on how to strengthen capacity building, effectively promote biodiversity and other issues raised by participants of the meeting.
On Nov. 27, MEP issued Regulations on Assessment of National Production Base for Organic Food to standardize the management and assessment of national production base for organic food.
