On Nov. 1, Minister Chen Jining chaired a thematic meeting to analyze and estimate the recent heavy air pollution trends and make deployments for the next stage.
On Nov. 2, Minister Chen Jining chaired the ministerial affairs meeting and executive meeting, which considered and adopted in principle the Administrative Measures for the Filing of Environmental Impact Form of Construction Projects (draft), Eco-environmental Conservation Plan of the Yangtze River Economic Belt (draft for review), and the Administrative Measures for the Obligatory Environmental Indicators in the 13th Five-Year Plan Period (draft for review). Leader of the Permanent Discipline Inspection Committee Zhou Ying, Vice Minister Zhai Qing, and Chief Engineer for Nuclear Safety Liu Hua attended the meetings. Participants also included the heads of the Ministry’s internal departments.
On Nov. 4, a joint meeting was held on the sidelines of the 24th session of the Standing Committee of the 12th National People’s Congress, in which inquiries were made while deliberating the Report of the Law Enforcement Inspection Team under the NPC Standing Committee on Inspecting the Progress in Enforcing the Environment Protection Law. Chairman of the NPC Standing Committee Zhang Dejiang attended the joint meeting which was chaired by Vice Chairman Chen Changzhi. State Councilor Wang Yong and Minister Chen Jining responded to relevant inquiries.
On the same day, a meeting among the Communist Youth League representatives from the departments under MEP was held in Beijing, which elected the members of the new term of CYL Committee for the Departments under MEP. Vice Minister Zhai Qing spoke at the meeting.
On Nov. 8, MEP held a working meeting on the partner assistance from the national environmental protection branches to Xinjiang during the 13th Five-Year Plan period, in Urumqi, the capital city of Xinjiang. MEP Minister Chen Jining and Chairman of the Xinjiang regional government Shohrat Zakir spoke at the meeting. Vice Chairman of the regional government Maao Saitihamuza chaired the event. In his stay in Xinjiang, Chen Jining met with Secretary of the CPC Xinjiang regional committee Chen Quanguo and Commissar of Xinjiang Production and Construction Corps Sun Jinlong, and had profound communications with them on the regional economic and social development and environmental protection work. He also went on inspection tours, paid a visit to grassroots environmental protectors, and learned the capacity building in environmental protection.
On the same day, the wrap-up meeting of the 2015-2016 “DuPont Cup” Environmental News Award, a public benefit activity, was held in Beijing. Vice Minister Zhai Qing spoke at the meeting.
On Nov. 9, Minister Chen Jining chaired a thematic meeting and heard the inspection report on how well the key tasks of environmental enforcement and regulation have been carried out. Vice Minister Zhai Qing attended the meeting.
On Nov. 10, Minister Chen Jining chaired a thematic meeting to analyze and estimate the air pollution trends in Beijing-Tianjin-Hebei area and surrounding area, and make deployments for the next stage. Heads of the Ministry’s relevant departments and affiliated institutions, relevant departments of Beijing municipal governments, and specialists concerned attended the meeting.
On the same day, the General Office of the State Council printed and distributed the Implementation Plan of the Pollution Permitting System for Control of Pollutants.
On Nov. 14, MEP and MOST printed and distributed the Outline of the 13th Five-Year Plan for National Science and Technology Development.
On Nov. 15, the awarding ceremony of the ninth China Baosteel Environment Award was held in the Great Hall of the People. Vice Chairman of the NPC Standing Committee Shen Yueyue and Vice Chairman of the CPPCC National Committee Luo Fuhe attended the ceremony and granted awards to the winner organizations and individuals. Vice Minister Zhai Qing addressed the awarding ceremony.
On the same day, MEP adopted three national environmental protection standards including the Technical Requirement for Environmental Labelling Product-Air Cleaner, which shall take effect as of Jan. 1, 2017. The Technical Requirement for Environmental Labeling Products–Ecotypic Textile (HJ/T 307-2006) and Technical Requirement for Environmental Labeling Products–Textile Products (HJ/T 309-2006) shall be abolished as of that date.
On Nov. 16, MEP announced the Administrative Measures for the Filing of Environmental Impact Form for Construction Projects, which shall take effect as of Jan. 1, 2017.
On Nov. 18, the State Council Information Office held in Beijing a routine policy briefing of the State Council. Vice Minister Zhao Yingmin introduced the 13th Five-Year Plan for Eco-environmental Conservation and answered questions raised by the Chinese and international news press.
On Nov. 21 (Lima local time), in the witness of Chinese President Xi Jinping and his Peruvian counterpart Pedro Pablo Kuczynski, Chinese Minister of Foreign Affairs Wang Yi signed with Peruvian Environment Minister Elsa Patricia Galarza the Agreement of Environmental Cooperation between the Ministry of Environmental Protection of the People’s Republic of China and the Ministry of the Environment of the Republic of Peru.
On the same day, Vice Minister Zhao Yingmin met with Karmenu Vella, the EU Commissioner for Environment, Maritime Affairs, and Fisheries. The two sides exchanged views on the issues of common concern.
On Nov. 22, MEP opened two new media platforms, registering the “MEP Announcement” microblog and WeChat accounts.
On Nov. 24, the State Council printed and distributed the 13th Five-Year Plan for Eco-environmental Conservation.
On Nov. 25, Vice Minister Zhao Yingmin chaired a symposium on the implementation of the Implementation Plan of the Pollution Permitting System for Control of Pollutants in Beijing. Heads of the environmental protection departments of provinces, autonomous regions, and municipalities directly under the Central Government and Xinjiang Production and Construction Corps attended the symposium.
Between Nov. 29 and 30, the ninth Senior Regulators’ Meeting on Nuclear Safety and the fourth senior regulators’ symposium among China, Japan, and South Korea was held in Beijing. Liu Hua, the Ministry’s Chief Engineer for Nuclear Safety, attended the meeting. Secretary-General of Japan’s Nuclear Regulation Authority Yasuhiro Shimizu and Secretary-General of ROK Nuclear Safety and Security Commission Choi Jong Bae headed delegations to the events.
