On Jul. 3, Secretary of the Leading Party Members’ Group and Minister Li Ganjie presided over a meeting of the Leading Party Members’ Group, and heard report on the united front for environmental protection and the ecological conservation of Xiong’an New Area. On Jul. 4, the 11th plenary session of the Sino-Russian Friendship Committee for Peace and Development was held in Moscow, Russia. Chinese Co-chair Dai Bingguo and Russian Co-chair Titov chaired the meeting. Vice Minister Zhao Yingmin presented and spoke at the meeting.
On Jul. 5, MEP held a symposium to ask the municipal solid waste incinerators to install real-time pollution monitoring equipment, mount a real-time data display screen, and connect the incinerators’ monitoring system with that of the environmental protection departments. Vice Minister Zhai Qing presented and spoke at the symposium. Before that, Zhai went on a field trip to Hefei Municipality of Anhui Province to inspect how the garbage incineration power plants have implemented the environmental management regulations.
MEP held the second video conference in Beijing this year on the thematic campaign on environmental compliance inspection in the drinking water sources of the Yangtze River economic belt. Vice Minister Zhai Qing presented and spoke at the conference.
On Jul. 7, Secretary of the Leading Party Members’ Group and Minister Li Ganjie chaired a meeting of the Leading Party Members’ Group to hear report on and deliberate the Measures of the Ministry of Environmental Protection for Implementation of the Accountability Regulations of the CPC, and make plans for the comprehensive air pollution control in the Beijing-Tianjin-Hebei region and surrounding areas in the winter. On Jul. 10, Minister Li Ganjie chaired the ministerial executive meeting which heard the report on the progresses in the implementation of the action plans for water and soil pollution control. Between Jul. 10 and 14, Vice Chairman of the Standing Committee of the NPC Zhang Ping headed an inspection team to Jiangsu Province for the compliance inspection on the solid waste pollution control law. A member of the Leading Party Members’ Group Zhou Ying participated in the compliance inspection.
On Jul. 11, Minister Li Ganjie met with a delegation headed by Haji Wan Junaidi bin Tuanku Jaafar, Malaysian Minister of Natural Resources and Environment, in Beijing. The two sides exchanged views on deepening bilateral environmental cooperation.
MEP, MLR, MWR, MOA, SFA, CAS, and SOA jointly printed and distributed the Circular on the Collaborative Thematic Inspection over National Nature Reserves-“Green Shield 2017”.
Between Jul. 13 and 15, Vice Minister Zhai Qing went to Sichuan to oversee the treatment of environmental problems in the drinking water sources, conducted field investigations in Leshan and Yibin, and chaired a symposium to hear the progresses in prefectural cities.
On Jul. 13, MEP held a meeting in Beijing to wrap up the nuclear and radiation safety regulation work in the first six months. Vice Minister Liu Hua presented at the meeting and gave a lecture on the Party building studies.
On Jul. 16, Minister Li Ganjie went on a field trip to Tangshan Municipality of Hebei, Baodi District of Tianjin, and Tongzhou District of Beijing, to check the progress of the strict inspection on air pollution in the Beijing-Tianjin-Hebei region and surrounding areas, visit the inspectors and have talks with them.
On Jul. 17, Minister Li Ganjie chaired the ministerial executive meeting to convey the guidelines of the national working conference on finance and of the sixth national working conference on partner assistance to Xinjiang, considered and adopted in principle the 13th Five-Year Plan for Prevention and Control of VOCs Pollution, and heard report on the progress in enforcing the environment protection law and the next work plans, and on preparations for enforcing the environment protection tax. MEP, NDRC, and MWR jointly printed and distributed the Ecological Environment Protection Plan for Yangtze River Economic Belt.
On Jul. 18, MEP and NDRC jointly held a video conference in Beijing to convey the guidelines of the important instructions of Vice Premier Zhang Gaoli and make plans for the implementation of Some Opinions on Delineating and Strictly Observing the Ecological Conservation Red Lines, which was printed and distributed by the general offices of the CPC Central Committee and the State Council. Minister Li Ganjie and NDRC Vice Chairman Hu Zucai presented and spoke at the conference. Vice Minister Huang Runqiu chaired the event. Deputy Administrator of Forestry Liu Dongsheng, Deputy Administrator of Meteorology Jiao Meiyan, Deputy Administrator of Oceanology Sun Shuxian, and Deputy Administrator of Surveying, Mapping, and Geoinformation Li Weisen put forward specific requirements for the implementation of the Opinions. Members of the Inter-ministerial Coordination Leading Group for Ecological Conservation Red Lines, members of the Expert Panel on Ecological Conservation Red Lines, and the heads of relevant departments of MEP and NDRC attended the conference at the main venue. The responsible persons with the relevant departments of the provinces (autonomous regions, and municipalities) and Xinjiang Production and Construction Corps attended the event at respective branch venues.

MEP adopted four national environmental protection standards including Soil and sediment-Digestion of total metal elements-Microwave assisted acid digestion method (HJ 832-2017), which shall enter into force on Sept. 1.
On Jul. 24, Secretary of the Leading Party Members’ Group and Minister Li Ganjie chaired a meeting of the Leading Party Members’ Group, which conveyed the statement of General Secretary Xi Jinping at the symposium on poverty relief in destitute areas, and the statement of Comrade Wang Qishan at the teleconference on supervision, discipline inspection, and accountability in the poverty alleviation sector, deliberated the implementation of the Opinions of the CPC Central Committee on Strengthening the Party’s Inspection under New Circumstances, and heard the Ministry’s progress report on poverty alleviation in destitute areas and the next work plans. The meetings wrapped up the work progress in the first six months, analyzed the ongoing environmental protection situations and the existing problems, and made plans for the key tasks in the second half of the year. On Jul. 26, Vice Minister Zhao Yingmin went on an inspection tour to Baoding Municipality of Hebei Province to check the integrated environmental management in Xiong’an New Area.
On Jul. 27, Xinhua, the General Office of the State Council printed and distributed recently the Implementation Plan for Banning Foreign Solid Wastes and Promoting the Institutional Reform on Solid Waste Import Management.
On Jul. 28, Secretary of the Leading Party Members’ Group and Minister Li Ganjie chaired an enlarged meeting of the Leading Party Members’ Group to convey the guidelines of the important statement of General Secretary Xi Jinping made at the seminar targeting provincial/ministerial leading officials and themed on “studying the guidelines of the important statement of General Secretary Xi Jinping and greeting the 19th National Congress of the CPC”, and the guidelines of the eighth national working conference on public complaints via letters and visits. MEP released the 2017 Catalogue for the Category-specific Management of Pollutant Emission Control Permitting of Stationary Sources, which shall enter into force as of the date of release.
MEP adopted two national environmental protection standards Technical specification for application and issuance of pollutant permit-iron and steel industry (HJ 846-2017) and Technical specification for application and issuance of pollutant permit-cement industry (HJ 847-2017), which shall enter into force as of the date of release.
On Jul. 31, a member of the Standing Committee of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council Zhang Gaoli presented at the 10th meeting of the regional cooperation mechanism for air pollution control in the Beijing-Tianjin-Hebei region and surrounding areas, and delivered a speech. The heads of the governments and relevant departments of seven provinces (autonomous region, municipalities) Beijing, Tianjin, Hebei, Shanxi, Inner Mongolia, Shandong, and Henan, and 56 cities/districts/counties attended the meeting.
MEP, MOF, MLR, MOA, and NHFPC jointly convened a video conference in Beijing to make mobilizations and arrangements for the national detailed survey on soil pollution conditions. Minister Li Ganjie presented and delivered remarks at the conference, which was chaired by Vice Minister Zhao Yingmin. Vice Minister of Agriculture Zhang Taolin, Deputy Chairperson of Health and Family Planning Wang Guoqiang, and relevant person-in-charge with Ministry of Land and Resources delivered remarks at the conference.
MEP adopted the national environmental protection standard Measurement method and specifications for exhaust pollutants from in-use diesel vehicles by remote sensing method (HJ 845-2017), which shall enter into force as of the date of release.
