On May 2, MEE issued the Decision on the Abolishment of the Rules, Regulations, and Regulatory Documents on Pollution Charging.  

On May 3, Minister Li Ganjie met with Singaporean Minister of the Environment and Water Resources Masagos Zulkifli Bin Masagos Mohamad. The two sides had in-depth discussions on the cooperation in the ecological and environmental protection sector.  

MEE announced the Measures on the Environmental Management of the Soils on the Industrial and Mineral Lands (on trial), which shall take effect as of Aug. 1, 2018.  

On May 7, Minister Li Ganjie presided over the ministerial affairs meeting, which deliberated and adopted in principle the Administrative Measures for the Environmental Pollution Mandatory Liability Insurance (draft). Vice Ministers Huang Runqiu, Zhai Qing, and Liu Hua, Chief Inspector of the CCDI Inspector’s Office at the MEE Wu Haiying, and Vice Minister Zhuang Guotai presented at the meeting. The persons in charge of the internal departments attended the meeting.  

On May 8, Minister Li Ganjie met with Chairman of Paulson Institute Henry Paulson in Beijing. The two sides had in-depth discussions on advancing the cooperation on the ecological and environmental protection. 

MEE held a symposium on delineating the “three lines and one list” for the strategic environmental assessment of the Yangtze economic belt. The Deputy Secretaries General of the provincial/municipal governments and Directors General of the environmental protection departments/bureaus of 12 provinces (municipalities) in the Yangtze economic belt and its upper reaches of the river participated.  

On May 10, MEE printed and distributed a circular on resolutely containing the illegal transfer and dumping of solid wastes and further strengthening the whole-process regulation of the hazardous wastes.  

On May 11, Minister Li Ganjie went on a field trip to Jiangsu Lianyungang Chemical Industrial Park for the integrated environmental management and to Tianwan Nuclear Power Station in Jiangsu Nuclear Power Co. Ltd., where he inquired about the ecological and environmental protection and nuclear and radiation safety management, and sent regards to the grassroots ecological and environmental protectors and nuclear regulators.  

On May 15, MEE held a meeting to moderate the progress in the cites that are sluggish in attaining water quality goals and circulate the water environment situations in the first quarter of 2018.  

On May 16, MEE issued the Technical Guidelines for the Environmental Acceptance Check of Construction Projects upon Completion-Pollution Impact.  

On May 17, on the eve of the 25th International Day for Biological Diversity, MEE and CAS jointly issued the Redlist of China’s Biodiversity-Macrofungi.  

Between May 18 and 19, the National Conference on Ecological and Environmental Protection was held in Beijing. Xi Jinping, General Secretary of the CPC Central Committee, President of State, and Chairman of the Central Military Commission, presented at the conference and delivered remarks. A member of the Standing Committee of the Political Bureau of the CPC Central Committee and Premier Li Keqiang spoke at the event. A member of the Standing Committee of the Political Bureau of the CPC Central Committee and Chairman of the National Committee of the CPPCC Wang Yang, a member of the Standing Committee of the Political Bureau of the CPC Central Committee and Secretary of the Secretariat of the CPC Central Committee Wang Huning, and a member of the Standing Committee of the Political Bureau of the CPC Central Committee and Secretary of the Central Committee for Discipline Inspection Zhao Leji presented at the conference. A member of the Standing Committee of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council Han Zheng delivered a closing speech. Heads of the NDRC, MOF, MEE, Hebei Province, Zhejiang Province, and Sichuan Province shared their experience. Other members of the Political Bureau of the CPC Central Committee, other secretaries of the Secretariat of the CPC Central Committee, leading officials of the NPC Standing Committee, State Councilors, Chief Justice of the Supreme People’s Court, Procurator-General of the Supreme People's Procuratorate, and leading officials of the CPPCC National Committee presented at the conference. The heads of all the provinces, autonomous regions, and municipalities directly under the Central Government, cities separately listed in the State plans, Xinjiang Production and Construction Corps, and of relevant departments under the CPC Central Committee and the State Council, mass organizations, large-scale state-owned enterprises, and organizations under the Army attended the meeting.  

On May 18, the fourth BRICS Environment Ministers’ Meeting was held in Durban, South Africa. Vice Minister Huang Runqiu went to the event on invitation and met with Edna Molewa, South African Minister of the Department of Environmental Affairs.  

On May 21, Secretary of the Leading Party Members’ Group and Minister Li Ganjie presided over an enlarged meeting of the Group, which conveyed the important remarks of General Secretary Xi Jinping, the remarks of Premier Li Keqiang, and the closing speech of Vice Premier Han Zheng at the National Conference on Ecological and Environmental Protection, and made overall plans for thoroughly implementing the guiding principles of the conference. Vice Ministers Huang Runqiu, Zhai Qing, Zhao Yingmin, and Liu Hua, and Chief Inspector of the CCDI Inspector’s Office at the MEE Wu Haiying shared experience. The persons in charge of the internal departments participated.  

MEE held a staff general assembly to convey and study the guiding principles of the National Conference on Ecological and Environmental Protection. Minister Li Ganjie presented at the assembly and delivered remarks. Vice Minister Huang Runqiu presided over the event. Vice Ministers Zhao Yingmin and Liu Hua, Chief Inspector of the CCDI Inspector’s Office at the MEE Wu Haiying, and Vice Minister Zhuang Guotai presented at the meeting. The whole staff of the internal departments and the principals of the Beijing-based regional offices and affiliated institutions attended the meeting at the main meeting venue. The staff of other regional offices and affiliated institutions participated via the video conferencing system.  

The sixth review meeting of the Contracting Parties to Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management opened at the headquarters of the IAEA in Vienna, Austria. China’s NNSA and UAE FANR signed a memorandum of understanding on bilateral nuclear safety cooperation.  

On May 22, MEE held national working meeting on environmental enforcement in Chongqing Municipality in Southwest China to advance the ecological and environmental enforcement.  

On May 28, MEE issued the Environment and Health Data Dictionary (first edition).  

On May 29, the 2018 annual National Working Meeting on Ecological and Environmental Communications was held in Beijing. Minister Li Ganjie presented at the meeting and delivered remarks. Vice Minister Zhai Qing presided over the meeting. Vice Minister Huang Runqiu, Chief Inspector of the CCDI Inspector’s Office at the MEE Wu Haiying, and Vice Minister Zhuang Guotai also presented. The heads of the environmental protection departments/bureaus of the provinces, autonomous regions, and municipalities directly under the Central Government, and the environmental protection bureau of Xinjiang Production and Construction Corp, as well as the persons in charge of the internal departments and Beijing-based affiliated institutions participated.  

On May 30, the first round central environmental protection inspection revisits were initiated. Six inspection teams were assembled to launch a monthlong inspection on Hebei, Henan, Inner Mongolia, Ningxia, Heilongjiang, Jiangsu, Jiangxi, Guangdong, Guangxi, and Yunnan.  

On May 31, the 2017 Report on the State of the Environment in China was publicly released.  

MEE and State Administration for Market Regulation jointly printed and distributed the Circular on Strengthening the Supervision and Management of Ecological and Environmental Monitoring Institutions.
