Between Jul. 1 and 4, an MEE delegation visited Laos and Cambodia. On Jul. 1, Vice Minister Zhao Yingmin had bilateral talks and signed an interdepartmental memorandum of understanding with Lao Minister of Natural Resources and Environment Sommad Pholsena. On Jul. 4, MEE and Cambodian Ministry for the Environment signed a memorandum of understanding in Phnom Penh, and inaugurated the preparatory office for China-Cambodia Environment Cooperation Center. Vice Minister Zhao and his Cambodian counterpart Say Sam Al presented at the signing ceremony.
On Jul. 2, MEE adopted the national environmental protection standards Technical Specification for Application and Issuance of Pollutant Permit-Farm and Sideline Food Processing Industry-Starch and Starch Product Manufacturing Industry (HJ860.2-2018) and Technical Specification for Application and Issuance of Pollutant Permit-Farm and Sideline Food Processing Industry-Slaughter and Meat Processing Industry (HJ 860.3-2018), which shall enter into force as of the date of promulgation.
On Jul. 4, Chief Inspector of the CCDI Inspector’s Office and Chief Supervisor of the SSC Supervisor’s Office at the MEE Wu Haiying went on an inspection tour to China Forum of Environmental Journalists.
On Jul. 6, Secretary of the Leading Party Members’ Group and Minister Li Ganjie presided over a plenary session of the Ministry’s leading group for comprehensively deepening reforms, heard reports on the progress of the work on comprehensively deepening reforms, and the progress in the reforms on “streamlining administration, delegating powers, and improving services”, and considered the Work Program on the Pilot “Waste-free Cities”. Vice Ministers Huang Runqiu and Liu Hua, Chief Inspector of the CCDI Inspector’s Office and Chief Supervisor of the SSC Supervisor’s Office at the MEE Wu Haiying, and Vice Minister Zhuang Guotai presented at the session. MEE (NNSA) held a half-year wrap-up meeting in Beijing on nuclear and radiation safety regulation. MEE Vice Minister (NNSA Administrator) Liu Hua presented at the meeting and gave a lecture on “remaining true to our original aspiration, keeping our mission firmly in mind, and building an iron team of nuclear safety regulators”.
On Jul. 7, MEE organized a forum on the innovative practices that act on the philosophy that “lucid waters and lush mountains are invaluable assets”, on the sidelines of the Eco Forum Global 2018. Vice Minister Huang Runqiu presided over the forum and delivered remarks.
On Jul. 9, Minister Li Ganjie met with German Federal Minister of the Environment, Nature Conservation, and Nuclear Safety (BMU) Madame Svenja Schulze, in Berlin on the sidelines of the fifth round China-Germany intergovernmental consultations. The two sides exchanged views on the issues of common concern.
Between Jul. 9 and 10, Vice Minister Zhuang Guotai headed a delegation to Singapore for the 2018 Sustainable Development Week and the Expanded-Special ASEAN Ministerial Meeting on Climate Action (E-SAMCA), on the sidelines of which, Vice Minister Zhuang met with Singaporean Minister of the Environment and Water Resources Masago Zulkifli and Executive Secretary Cai Aibo and exchanged views with the latter on the issues of common concern.
On Jul. 10, the fourth session of the Standing Committee of the 13th NPC held a joint panel meeting on the morning, which conducted inquiries while the compliance inspection report of the air pollution control law was being deliberated. On the afternoon, the Decision of the NPC Standing Committee on Comprehensively Strengthening the Ecological and Environmental Protection and Moving forward with the Uphill Battle against Pollution in accordance with Law was voted through.
On Jul. 12, Secretary of the Leading Party Members’ Group and Minister Li Ganjie presided over a meeting of the Group, which conveyed the important remarks of General Secretary Xi Jinping at the National Working Meeting on Organization and the guiding principles of the working meeting. The second China-New Zealand Ministerial Dialogue on Climate Change was held in Beijing. Minister Li Ganjie and Climate Change Minister Hon James Shaw under the New Zealandish Ministry for the Environment exchanged views on the issues of common concern.
On Jul. 13, Secretary of the Leading Party Members’ Group and Minister Li Ganjie presided over a signing ceremony of the responsibility documents for comprehensively strengthening the Party discipline and the half-year work report meeting of the CPC secretaries and discipline inspection organizations. Vice Ministers Zhai Qing and Liu Hua, Chief Inspector of the CCDI Inspector’s Office and Chief Supervisor of the SSC Supervisor’s Office at the MEE Wu Haiying, and Vice Minister Zhuang Guotai presented at the meeting and the ceremony and voiced their opinions. The Party secretaries, chief discipline inspectors and other discipline inspectors of the Ministry’s departments and Beijing-based regional offices and affiliated institutions attended the event at the main venue. The Party secretaries and chief discipline inspectors of the regional offices and affiliated institutions outside Beijing participated via the video conferencing system at branch venues.
MEE adopted the national environmental protection standard Technical Specification for Investigation on Infiltration Factor of Ambient Particulate Matter (PM2.5) for Civil Buildings (HJ 949-2018), which shall enter into force as of the date of promulgation.
MEE adopted four national environmental protection standards Technical Requirement for Environmental Labeling Products-Gravure Ink and Flexographic Ink (HJ 371-2018), Technical Requirement for Environmental Labeling Products-Bamboo Products (HJ 2548-2018), Technical Requirement for Environmental Labeling Products-Household Dishwasher (HJ 2549-2018), and Technical Requirement for Environmental Labeling Products- Disinfecting Tableware Cabinet (HJ 2550-2018), which shall enter into force as of Oct. 1, 2018.
On Jul. 16, Secretary of the Leading Party Members’ Group and Minister Li Ganjie presided over an enlarged meeting of the Group to study and implement the important instructions of Secretary General Xi Jinping on advancing the political progress of the departments under the CPC and the central government, and the guiding principles of the meeting on the promotion of such progress. Moreover, the meeting considered and adopted in principle the work program on creating a sound political ecology by reflecting on bad cases, and heard the report on the rectifications made following the tour inspection of the 18th CPC Central Committee. MEE announced the Measures on the Public Participation in the Environmental Impact Assessment, which shall enter into force as of Jan. 1, 2019.
MEE adopted the national radioactive pollution control standard Safety Requirements for Near Surface Disposal of Low and Medium Level Radioactive Solid Waste (GB 9132-2018), which shall enter into force as of Jan. 1, 2019. The Regulations for Shallow Ground Disposal of Solid Low- and Intermediate-level Radioactive Wastes (GB 9132-88) and Acceptance Criteria for Near Surface Disposal of Radioactive Waste (GB 16933-1997) shall be abolished as of this date.
On Jul. 20, Minister Li Ganjie presided over a ministerial executive meeting, which deliberated and adopted in principle the Action Plan for the Uphill Battle for the Control of Pollution by Diesel-fueled Freight Trucks, the Action Plan for the Uphill Battle for the Conservation and Restoration of Yangtze River, and the Programme for the Ranking of the Cities by Air Quality, and heard report on the air and surface water quality in the first six months of this year. On Jul. 30, MEE adopted three national environmental protection standards including Solid Waste-Determination of Polycyclic Aromatic Hydrocarbon-Gas Chromatography Mass Spectrometry (HJ 950-2018), which shall enter into force as of Dec. 1, 2018.

The conference was presided over by Vice Minister Zhai Qing with the presence of Vice Ministers Huang Runqiu, Zhao Yingmin, Liu Hua, and Zhuang Guotai. The officials with the Ministry's departments attended the conference at the main venue, the officials with the regional offices and affiliated institutions, and the officials concerned with the provincial, prefectural, and district/county environmental protection departments attended at the branch venues.
