On Aug. 2, MEE circulated the plan for the implementation of the decision of the NPC Standing Committee on comprehensively strengthening ecological and environmental protection and facilitating the uphill battles over pollution in accordance with law.

MEE printed and distributed the Technical Specifications for Ranking the Cities by Ambient Air Quality. The Circular on Printing and Distributing the Technical Specifications for Ranking the Cities by Ambient Air Quality (huanban201464) and the Circular on Printing and Distributing the Plan for Ranking the Cities by the Changing Magnitude of Ambient Air Quality (huanbanjiancehan 2017197) shall be abolished in the meantime.

MEE adopted the national environmental protection standards Technical Specification for Application and Issuance of Pollutant Permit-Boiler (HJ 953-2018) and Technical Specification for Application and Issuance of Pollutant Permit-Ceramics, Fried Brick and Tile Industry (HJ954-2018), which shall enter into force as of the date of promulgation.

On Aug. 3, the 2018 annual science and technology conference of Chinese Society for Environmental Sciences was held in Hefei Municipality of Anhui Province. Principals of the Ministry and the Governing Council of the Society presented at the opening ceremony and delivered remarks.

On Aug. 6, MEE adopted four national environmental protection standards including Soil and Sediment-Determination of Carbamate Pesticides-Post-column Derivatization-High Performance Liquid Chromatography, which shall enter into force as of Jan. 1, 2019. 

Between Aug. 8 and 10, Minister Li Ganjie went on an inspection tour to Tianjin, Hebei, and Shandong to check and instruct the 2018-2019 strict inspection on key regions in protecting the blue skies from air pollution and send regards to the frontline inspectors.

On Aug. 14, MEE and MHURD jointly printed and distributed the Circular on Launching the 2018 Province-wide Campaign on Treating the Dark and Odorous Waters in the Urban Areas.

MEE adopted the national environmental protection standards Technical Specifications for Treatment of Copper, Nickel and Cobalt in Mining and Mineral Processing Wastewater (HJ 2056-2018), Technical Specification for Wastewater Treatment of Lead Smelting (HJ 2057-2018), and Technical Specifications for Printed Circuit Board Manufacturing Wastewater Treatment (HJ 2058-2018), which shall enter into force as of Sept. 1, 2018.

MEE adopted national environmental protection standards Technical Specifications for Operation and Quality Control of Ambient Air Quality Continuous Automated Monitoring System for SO2, NO2, O3, and CO (HJ 818-2018) and Technical Specifications for Operation and Quality Control of Ambient Air Quality Automated Monitoring System for Particulate Matter (PM10 and PM2.5) (HJ 817-2018), which shall enter into force as of Sept. 1, 2018.

MEE adopted the amendment lists of 19 standards including the Ambient Air-Determination of Sulfur Dioxide-Formaldehyde Absorbing-pararosaniline Spectrophotometry (HJ 482-2009), which shall enter into force as of Sept. 1, 2018.

MEE and State Administration for Market Regulation jointly released the amendment list of the Ambient Air Quality Standards (GB 3095-2012), which shall enter into force as of Sept. 1, 2018.

On Aug. 20, MEE adopted the national environmental protection standard Technical Specification for Application and Issuance of Pollutant Permit-Non-ferrous Metal Metallurgy Industry-Secondary Non-ferrous Metal (HJ863.4-2018), which shall enter into force as of the date of promulgation.

On Aug. 21, MEE circulated the Technical Policies on the Prevention and Control of Pollution by Non-road Mobile Machinery.

On Aug. 24, a video conference was held in Beijing on promoting the work progress of the second China Pollution Source Census. Minister Li Ganjie presented at the meeting and delivered remarks. Vice Minister Zhai Qing presided over the meeting. The members of the Office of the State Council Steering Group for the Second China Pollution Source Census attended the meeting.

MEE circulated the Manual on the Information Collection for the Survey on Industrial Land Uses in Key Industries (on trial).

On Aug. 28, Minister Li Ganjie presided over a ministerial executive meeting, which considered and adopted in principle the Guiding Opinions on Further Deepening the Reform on Streamlining Administration, Delegating Power, Strengthening Regulation, and Improving Service in the Ecological and Environmental Sector, and Promoting the High-quality Economic Growth, and two national emission standards Limits and measurement methods for emissions from diesel vehicles under free acceleration and lugdown cycle (GB 3847-2018) and Limits and measurement methods for emissions from gasoline vehicles under two-speed idle conditions and short driving mode conditions (GB 18285-2018). Vice Ministers Huang Runqiu, Zhai Qing, and Zhao Yingmin, Chief Inspector of the CCDI Inspector’s Office and Chief Supervisor of the SSC Supervisor’s Office at the MEE Wu Haiying, and Vice Minister Zhuang Guotai presented at the meeting. Other leading officials of the Inspector's Office and the principal officials of the Ministry's departments observed the meeting.

On Aug. 30, Secretary of the Leading Party Members’ Group and Minister Li Ganjie presided over a meeting of the Group to convey the guidelines of the important statements of General Secretary Xi Jinping at the national working meeting on publicity and awareness and the symposium in celebration of the fifth anniversary of the Belt and Road initiative. Leading Party members and Vice Ministers Zhai Qing and Zhao Yingmin, Chief Inspector of the CCDI Inspector’s Office and Chief Supervisor of the SSC Supervisor’s Office at the MEE and Leading Party member Wu Haiying, and Leading Party member and Vice Minister Zhuang Guotai presented at the meeting. Vice Minister Huang Runqiu observed the meeting.

On Aug. 31, MEE organized a video conference on deepening the reform on streamlining administration, delegating power, strengthening regulation, and improving service and shifting the government functions in the ecological and environmental sector. Minister Li Ganjie presented at the meeting and delivered remarks. Vice Minister Zhao Yingmin presided over the meeting. Vice Ministers Huang Runqiu and Zhai Qing, Chief Inspector of the CCDI Inspector’s Office and Chief Supervisor of the SSC Supervisor’s Office at the MEE Wu Haiying, and Vice Minister Zhuang Guotai presented at the meeting. Other leading officials of the Inspector's Office and the principal officials of the Ministry's departments and some of the Beijing-based affiliates attended the meeting at the main venue, which was based in the office building of the Ministry. The regional offices, affiliates, and the provincial, municipal, and county-level (with video conferencing conditions) environmental protection departments attended at the branch venues.
