Li Ganjie stresses the importance to act under the guidance of the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, act on the Xi Jinping Thought on Ecological Civilization and the guiding principles of the National Conference on Ecological and Environmental Protection, concentrate on fighting the hallmark battles over pollution, and work together to advance the high-quality economic growth and high-level ecological and environmental protection, so as to celebrate the 70th anniversary of the nation with honors.

MEE held the 2019 national working conference on ecological and environmental protection in Beijing between Jan. 18 and 19, to thoroughly study and implement the Xi Jinping Thought on Socialism with Chinese characteristics and the guiding principles of the 19th National Congress of the CPC, the 2nd and 3rd plenary sessions of the 19th CPC Central Committee, and the Central Economic Working Conference, act on the Xi Jinping Thought on Ecological Civilization and the requirements of the National Conference on Ecological and Environmental Protection, wrap up the work of the passing year, analyze the ongoing ecological and environmental situations, and make arrangements for the major tasks of the new year.  

Minister Li Ganjie presented at the conference and delivered remarks. He stressed the importance to act under the guidance of the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, act on the Xi Jinping Thought on Ecological Civilization and the guiding principles of the National Conference on Ecological and Environmental Protection, concentrate on fighting the hallmark battles over pollution, and work together to advance the high-quality economic growth and high-level ecological and environmental protection, so as to celebrate the 70th anniversary of the nation with honors. 

Li noted that the year 2018 marks a major milestone in the development history of the ecological civilization and the ecological and environmental protection undertaking, during which the CPC Central Committee with Comrade Xi Jinping at its core made a raft of major decisions and arrangements on strengthening the ecological and environmental protection, uplifting the ecological civilization, and building a beautiful China. To be specific, the amendment to the Constitution constitutionalized the new development philosophy, the development of ecological civilization, and the building of a beautiful China. The victorious National Conference on Ecological and Environmental Protection identified the Xi Jinping Thought on Ecological Civilization, which is hailed as the Conference’s symbolic and creative theoretical outcome that is of strategic significance. Moreover, as a result of the institutional reforms of the CPC and the Central Government, it was decided to establish the Ministry of Ecology and Environment and the comprehensive ecological and environmental enforcement workforce. In this context, the ecological and environmental sector should keep raising the political stance, study and implement the Xi Jinping Thought on Ecological Civilization and the guiding principles of the National Conference on Ecological and Environmental Protection. We should lead our work with the Party’s political improvement and take up the political responsibility for preserving the environment; uphold the new development philosophy and work together to advance the high-quality economic growth and high-level ecological and environmental protection; adhere to the people-centered principle and secure a victory in the fight over pollution; comprehensively deepen reforms and advance the modernization of the ecological and environmental governance systems and capacities; constantly improve the work styles and quicken the pace to build an iron team of ecological and environmental protectors. Moreover, we should work to turn the magnificent blueprint of the CPC Central Committee on uplifting ecological civilization and building a beautiful China into wonderful realities and enable the people to live in beautiful surroundings with bluer skies, greener mountains, and cleaner waters.  

In retrospect of the work in the passing year, Li said that in 2018 the ecological and environmental sector has centered on the ecological and environmental improvement, and strengthened the overall planning and coordination, as well as the oversight over the implementation progress. As a result, all of the annual targets set out for the obligatory indicators have been accomplished, in accordance with the procedures and schedules provided in the 13th Five-Year Plan period from 2016-2020, and the ecological and environmental quality has witnessed constant improvement. To be specific, we have done the following three tasks.  

First of all, we have worked harder at making arrangements and carrying out them, and the uphill fight over pollution has had a good start. a. We have rolled out combat plans and programs for the uphill battles over pollution. The State Council has introduced the Three-Year Action Plan for the Defense Battle for Blue Skies, and the Ministry has promulgated either implementation plans or action plans for the treatment of the pollution by diesel-fueled freight trucks, the treatment of the dark and odorous waters in the urban areas, the treatment of the pollution in the agricultural sector and the rural areas, the integrated Bohai Sea management, and the preservation of the source waters. The General Offices of the CPC Central Committee and the State Council have promulgated the task assignment plan for implementing the Opinions of the CPC Central Committee and the State Council on Comprehensively Strengthening Ecological and Environmental Protection and Resolutely Putting up the Uphill Battles over Pollution.  

b. We have proceeded with the defense battle for the blue skies. We have worked toward the successful establishment of the Steering Group for the Control of the Air Pollution in the Beijing-Tianjin-Hebei Region and Surrounding Areas and improved the regional cooperation mechanism for the control of air pollution in key regions. We have rolled out a plan for the control of the air pollution in the autumn and winter in key regions, conducted strict inspection on those regions, and handed over 23,000 concerns for them to be addressed. We have continued to upgrade the coal-fired electricity generating units for them to achieve ultra low emissions, promote clean heat supply in the northern region of China during winter, and step up the integrated management of the sporadic polluters and their clusters. We have accelerated the change for the bulk commodities to be transported more often by railway, made the vehicle-use gasoline and diesel fuels that attain the Grade VI national standard available on a national scale, taken the initiative to tackle the heavy air pollution episodes, implemented the National Climate Change Adaptation Strategy, and launched low-carbon pilot projects.  

c. We have made full-throttled efforts in the defense battle for clean waters. We have accomplished the task to conduct environmental management of 1,586 centralized drinking water sources across the country, by correcting as much as 99.9 percent of the problems that have been identified. One thousand and nine dark and odorous water bodies, which registered 95 percent of the total amount in 36 metropolises, have become neither dark nor odorous any more. We have drawn the ecological conservation redline, environmental quality lower limit, and resource use upper limit, and prepared the environmental access negative list for 11 provinces (municipality) in the Yangtze economic belt as well as Qinghai Province. We have promulgated the Measures on the Monitoring and Early Warning of Water Environment Quality in the Yangtze River Basin and set up the Joint Research Center for the Yangtze River Ecological and Environmental Protection and Restoration. We have stepped up the control of blue aglae water blooms in Taihu Lake, Dianchi Lake, and other major lakes and reservoirs, and carried out integrated environmental management in 25,000 incorporated villages.  

d. We have made steady progress in the defense battle for clean soil. We have introduced the soil pollution risk control standards for agricultural lands and construction lands, and almost completed the detailed census of pollution sources of agricultural lands across China. We have pressed ahead with the development of six pilot areas for soil pollution control and over 200 pilot projects on the application of the soil pollution governance and restoration technologies. We have formulated the Work Programme for Pilot Waste-free Cities. We have banned foreign wastes, thanks to which the national import of solid wastes has been cut down 46.5 percent year on year. Efforts have been made to enable the municipal solid waste incineration power generators to attain emission standards, and all of the problematic generators have gone through rectifications. We have severely cracked down on the illegal transfer and dumping of solid wastes and hazardous wastes, and rectified 1,304 of the pressing problems on the blacklist, accounting for 99.7 percent.  

e. We have vigorously conducted ecological conservation and restoration. Fifteen provinces have had their ecological conservation redlines preliminarily delineated, and the remaining 16 provinces have formulated delineation plans. We have conducted the "Green Shield 2018" nature reserve inspections. The State Council approved 11 new national nature reserves. We have completed the investigations into and the assessment of ecological conditions nationwide between 2010 and 2015. Moreover, we have nominated and commended the second batch of innovation bases to act on the philosophy of "lucid waters and lush mountains are invaluable assets" and the national pilot cities and counties on developing ecological civilization.  

f. We have tightened the nuclear and radiation safety regulation. We have carried out this year’s activities for enforcing the nuclear safety law, and maintained the effective operation of the national nuclear regulatory coordination mechanisms and risk control mechanisms. We have exercised rigorous regulation on nuclear facilities to ensure their construction quality and safe operation. We have made progress in the ambient radiation monitoring of the associated radioactive mineral miners and users, and advanced the formulation of the plans on building the disposal sites for the medium-and low-level radioactive wastes.  

g. We have strengthened the prevention of the ecological and environmental risks. We have facilitated the development of the toxic and hazardous gas early warning system in the chemical industrial parks all over the country, announced the first list of the chemicals under priority control, and canvassed the full-caliber heavy metal companies. The Ministry directly coordinated the handling of 50 environmental emergencies. Specifications have been formulated on the environmental access of the MSW incineration power generation projects, the progress of which has been sped up in accordance with law. More than 710,000 pieces of environmental complaints lodged by the general public have been handled on time.  

h. We have constantly strengthened the international cooperation and communications. We have helped bring the UN Climate Change Conference to a success and reach a package of comprehensive, balanced, and forceful outcomes. We have made steady progress in the implementation of the international conventions and taken solid steps towards the green Belt and Road initiative. We have initiated the Year of Environment between China and France and facilitated the establishment of the China-Africa Environment Cooperation Center. We have successfully held the annual general meeting of China Council for International Cooperation on Environment and Development.  

i. We have vigorously conducted publicity and guided the public opinions. We have organized the regular press conferences, promulgated the Standards of Civil Ecological and Environmental Behaviors (on trial), launched the initiatives on “I’m acting towards a beautiful China”, and awarded the Green China Person of the Year. One hundred and twenty-four environmental facilities and municipal wastewater and waste treatment facilities have been open to the public, the first of its kind across the country.  

Second, we have strengthened reforms and innovations and made solid progress in modernizing the ecological and environmental governance systems and capacities. a. We have advanced the institutional reforms in the ecological and environmental sector in an orderly approach. We have established the Ministry of Ecology and Environment, strengthened the setup of internal departments, and enhanced the capacity for providing supports for the regulated areas. Thirty-one provinces (autonomous regions and municipalities) have established ecological and environmental departments (bureaus). The general offices of the CPC Central Committee and the State Council have promulgated the Guiding Opinions on Deepening the Reforms on the Comprehensive Administrative Enforcement in the Ecological and Environmental Sector, and a directory of the items for guiding such enforcement has been formulated. The institutional reforms for establishing a vertical management framework for the monitoring, inspection, and enforcement branches of ecological and environmental departments below the provincial level have been unfolded on a national scale.  

b. We have further deepened the reform of “delegating powers, streamlining administration and strengthening regulation, and improving services”. We have introduced 15 key measures, revoked the accreditation and licensing of the qualifications for environmental impact assessment agencies, simplified the environmental impact statements of 35 kinds of construction projects, and improved the green passage for reviewing the environmental impact assessment of construction projects. We have introduced the Administrative Measures for the Pollution Permitting (on trial) and reviewed and issued pollution permits to over 39,000 companies in 18 industries. We have accelerated the “three into one” reform by integrating the “annual inspection, annual verification, and automobile emission inspection”. We have formulated the Opinions on Banning “One-for-All” Approach to Environmental Protection and the Opinions on Further Strengthening the Ecological and Environmental Regulation and Enforcement, and promulgated the Guiding Opinions on Winning the Battle of Targeted Poverty Alleviation through Ecological and Environmental Protection.  

c. We have strengthened the ecological and environmental supervision. We have “reviewed” 20 provinces (autonomous regions) once visited by the central ecological and environmental supervisors, made public 103 typical cases in which the local areas had made perfunctory, superficial, and fake rectifications, and worked to solve more than 70,000 ecological and environmental problems in the living environment. Almost all of the provinces (autonomous regions, municipalities) have launched provincial-level ecological and environmental supervision in prefectural cities.  

d. We have tightened the ecological and environmental enforcement. We have collaborated on the compliance inspection of the air pollution control law and marine environmental protection law. We have filed 186,000 pieces of administrative penalties, with the amount of the fine as much as 15.28 bn. yuan, a year-on-year growth of 32 percent, and 4.8 folds of the amount in 2014. We have enabled the environmental administrative enforcement to be complementary with criminal and judicial systems, collaborated and supervised the handling of blacklist cases, and overseen the settlement of major cases at scene. We have launched the environmental enforcement drills on a national scale.  

e. We have quickened the pace to improve the ecological and environmental monitoring systems. We have either built or upgraded 1,881 national automatic monitoring stations for surface water quality, and changed the automatic monitoring state of air pollutants from standard state to reference state or state of real gas. We have monitored 2,500 soil background sites and seriously investigated and circulated the cases concerning the data fraud and interferences.  

f. We have improved the laws, regulations and standards. We have enacted the soil pollution control law, amended the environmental impact assessment law, promulgated five departmental rules, removed more than 11,000 regulations, rules, and regulatory documents, and formulated 144 national environmental protection standards. Twenty-nine provinces have introduced the implementation plan for the institutional reform of the ecological and environmental compensations.  

g. We have continued to facilitate the basic capacity building. We have launched the GF-5 satellite. We have strengthened the information technology development in the ecological and environmental sector, and accomplished four milestone achievements, i.e., operating the in-service information systems on eco-cloud, developing the website cluster, remote office automation for non-confidential documents, and providing one access to all administrative approval items. We have made smooth progress in the second pollution source census, including the canvassing and inventorizing of the pollution sources and the door-to-door census.  

Third, we have strengthened the Party governance and worked faster to build an iron army of ecological and environmental protectors. We have launched five major initiatives, which is, mobilization, training, investigation, discussion, and dissemination initiatives, to study, disseminate, and act on the guiding principles of the 19th National Congress of the CPC. We have worked to make the “Party building studies” a routine and an institution. We have improved the responsibility system for comprehensively strengthening Party disciplines, and enhanced the Party’s organizational building after the Ministry’s reshuffle. We have created a publicity and education brand “telling a story with one picture”. We have made steady progress in the development of the leadership members and other workforce, introduced the standards for measuring excellent officials in a new era, and improved the information exchange mechanism of the discipline inspection departments for the officials motioned to be promoted. We have collaborated on the commendation of 118 advanced collectives and 45 advanced individuals across the environmental protection sector, and for the third time granted the medallions for long-term services. We have introduced the measures for implementing the detailed rules of the eight-point frugality code and rescheduled on a monthly basis the progress in reviewing the rectifications made. We have mobilized our resources to address 12 kinds of formalism and bureaucracy problems in four respects. We have launched a campaign across the ecological and environmental sector to create a sound political ecology by reflecting on bad cases, and worked out the rectification measures for “strengthening eight aspects and optimizing one aspect”. We have inspected 12 affiliates of the Ministry in two trips, and during the supervision of the governance and the inspection of the discipline, we have made criticism, self-criticism and admonitory talk a regular routine, minor disciplinary punishment and change of one’s positions to be the major cases to handle disciplinary offences, major disciplinary punishment and change of one’s major responsibilities to be the few cases to handle disciplinary offences, and severe offences and law-breaking charges to be the seldom cases.  

Li stressed that the fact that we have made notable progress in the ecological and environmental protection in 2018 is attributed primarily to the firm leadership of the CPC Central Committee with Comrade Xi Jinping at its core, the scientific guidance of the Xi Jinping Thought on Socialism with Chinese characteristics for a new era, the collaboration and contributions of all regions and departments, as well as the endeavors in the ecological and environmental sector.  

China’s ecological improvement is being presented with a window of opportunity to make breakthroughs, noted Li. We are facing with such challenges in our fight over pollution, including the hesitation in awareness, the toughness of the tasks, the imbalance in work progress, the incompatibility of groundwork, the uncertainty in the impact of natural factors, the complexity of the international situations, and other uncertainties. However, we also have rare opportunities.  

a. The CPC Central Committee and the State Council have attached great importance to the ecological and environmental protection. The CPC Central Committee required to hold the field, consolidate the achievements, do not slacken or walk backwards, focus our energy on winning the seven hallmark battles, and work much harder in doing so. This has provided us directions and fundamental political support for our work.  

b. To fuel high-quality economic growth works in favor of ecological and environmental protection. The CPC Central Committee has required to uphold the new development philosophy, pursue high-quality economic growth, center on the supply-side structural reform, quicken the pace to eliminate outdated production capacity and reduce excess capacity, and do a great job in carrying out major tasks such as promoting the high-quality development of the manufacturing industry, the countryside rejuvenation strategy, and the coordinated development of different regions, which will be a major catalyst to the ecological and environmental improvement.  

c. The macro economic and fiscal policies have been in support of the ecological and environmental protection. The CPC Central Committee has proposed to implement proactive fiscal policies, optimize the fiscal expenditure, and give support to the three battles (prevention of major risks, targeted poverty alleviation, and pollution control) and supply-side structural reform; implement the prudent monetary policy, stabilize efficient investments, strengthen the key areas and weak links in ecological and environmental and other sectors, and provide fairly sound macro policy environment and social expectations for better ecological and environmental governance.  

d. The institutional and mechanism reforms have benefited the ecological and environmental protection. The conclusion of the institutional reform and the reform on the comprehensive administrative enforcement in the ecological and environmental sector, the reform on establishing a vertical management framework for monitoring, supervision and enforcement work in the ecological and environmental departments below the provincial level, as well as the effects of plural reform measures on ecological improvement will provide strong institutional and mechanism support for the fight over pollution.  

Li Ganjie stressed that we are confronted with both opportunities and challenges in our efforts to strengthen ecological and environmental protection and combat pollution. We should seize the opportunities and calmly face up to the challenges, forge ahead, act as the ironman champion of the environment, and make our due contributions to cherishing the blue skies, white clouds, clean waters, and green mountains of our country.  

First, we should overcome self-complacence, fear of hardships, impetuousness, and indifference, and be persistent, defiant of difficulties, down-to-earth, and target-oriented in our fight over pollution, and balance the high-quality economic growth with advanced ecological and environmental protection.  

Second, we should maintain our strategic focus and be persistent in the implementation of the Xi Jinping Thought on Ecological Civilization and the guiding principles of the National Conference on Ecological and Environmental Protection, in the uphill battles over pollution, in the modernization of the ecological and environmental governance systems and capacities, and in building an iron army of ecological and environmental protectors.  

Third, we should pursue correct strategies and approaches to accomplish six tasks. We should make steady progress, be prepared to wage both uphill battles and protracted wars, exert ourselves and act within our capacity, and be determined and patient. We should take all factors into consideration and make overall plans, in a way that helps reduce pollutants and improve the ecological and environmental quality, that helps advance structural adjustments and promote high-quality economic growth; and that helps solve the prominent environmental problems in the living environment and promote social harmony and stability. We should adopt a myriad of measures, combined with the administrative and legal tools which are mandatory, and the economic and technological instruments which are supportive. We should stress both the top-down designs at the macro level and the implementation of specific tasks at the micro level, leverage the central supervision of ecological and environmental protection and send out assistance teams to help the local areas and the industries with real problems. We should both focus on key regions, areas, and problems and gather and devote our limited resources to making breakthroughs. We should seek truth from facts, refrain from simply listing figures, calling out slogans, and building self-images, and make sure the environment is actually improved and the benefits from pollution control withstand the test of history.  

As we are celebrating the 70th anniversary of the New China in the upcoming year, which is an essential stage for putting up uphill battles over pollution and securing a victory in the building of a moderately prosperous society, we should make great efforts in carrying out the following twelve tasks, noted Li.  

First, we should pursue high-quality economic growth. We should, in accordance with the Opinions of the CPC Central Committee and the State Council on Promoting High-quality Growth, support the implementation of major national strategies including the balanced development of the Beijing-Tianjin-Hebei region, the Yangtze economic belt, the Guangdong-Hong Kong-Macao Greater Bay Area, and the Belt and Road initiative. We should continue to draw the ecological conservation redline, environmental quality lower limit, and resource use upper limit, prepare the environmental access negative list, further conduct the environmental impact assessment of programs and plans, and advance the environmental impact assessment of major projects. We should upgrade the highly polluting industries so that they can attain the emission standards, and energetically develop environment-friendly industries. We should map out green policy measures to support the green development of the private companies and establish a long-term mechanism for poverty alleviation through ecological and environmental protection.  

Second, we should work harder at the formulation of major strategies, programs and plans, and policies. We should advance the prospective studies on the fourteenth Five-Year plan for ecological and environmental protection and the ecological and environmental strategies towards a beautiful China. We should deepen the analysis of ecological and environmental situations and schedule the ecological and environmental plans. We should strengthen the policy studies on green taxation, green credit, and green financing, as well as the studies on the countermeasures to major policy issues and weaknesses including the eco-compensations and the environmental management of incorporated villages.  

Third, we will win the defense battle of blue skies. We will earnestly implement the Three-Year Action Plan for Winning the Defense Battle of Blue Skies. We will step up the regional collaboration in pollution control and continue with the control of air pollution in autumn and winter in key regions. We will make steady progress in the treatment of bulk coals, promote the upgrading of iron and steel and other industries to achieve ultralow emissions, and carry out the integrated management of sporadic polluters and industrial furnaces and kilns, as well as the control of VOCs from key industries. We will implement the Action Plan for the Uphill Battle for the Control of Pollution from Diesel-fueled Freight Trucks. We will cope with the heavy air pollution episodes and administer the phase-out of ozone depleting substances.  

Fourth, we will make full-throttled efforts in protecting the clean waters. We will unfold in full scale the action plans or implementation plans for the conservation and restoration of the Yangtze River, the control of dark and odorous waters in urban areas, the integrated Bohai Sea management, and the control of the pollution in the agricultural sector and the countryside. We will survey, assess and protect the drinking water sources that each has a capacity of providing water supply by 1,000 t/day or for 10,000 people/day in the countryside. We will improve the water quality in the sections that fail the Grade V national standard under the national monitoring program in the Yangtze River basin. We will control the dark and odorous waters in the nonattainment key cities and cities at or above prefectural level in the Yangtze economic belt. We will move forward with the control of the land-based pollution in the Bohai Rim, and complete the integrated environment management in 25,000 incorporated villages.  

Fifth, we will make solid progress in protecting the soils. We will observe the soil pollution control law. We will integrate the detailed census data on agricultural lands, and make steady progress in the census of industrial lands. We will move forward with the canvassing and treatment of heavy metal companies, and facilitate the development of pilot areas for the integrated soil pollution management. We will roll out an implementation plan for the groundwater pollution control. We will deepen the institutional reform on the management of the solid waste import, and further trim the variety and amount of the solid wastes to be imported. We will pilot the “waste-free” cities and take actions against the pollution from waste lead-acid batteries. We will quicken the pace to build the centralized disposal facilities of hazardous wastes in local areas.  

Sixth, we will enhance the ecological conservation, restoration, and regulation. We will delineate and mark the boundaries of the ecological conservation redlines, and establish redline regulatory platform. We will monitor the human activities on protected areas with remote sensing technologies and verify the results on the field. We will carry out major projects on biodiversity conservation and make preparations for hosting the COP 15 of the Convention on Biological Diversity. We will start the third initiative on building national demonstration cities and counties of ecological civilization and appraise the innovation bases that act on the philosophy that lucid waters and lush mountains are invaluable assets.  

Seventh, we will actively cope with climate change. We will do a great job in the implementation of the Thirteenth Five-Year Work Programme for the Control of Greenhouse Gas Emissions, accelerate the development of carbon markets in the country and deepen and expand the low-carbon pilot projects. We will enhance the local capacities in developing climate change institutions, workforce, and capacities. We will further promote the South-South cooperation on climate change. We will continue to play a constructive role in the international negotiations on climate change, and advance and spearhead the global climate governance process.  

Eighth, we will continue to improve the nuclear and radiation regulatory capacity. We will observe the nuclear safety law, improve relevant regulations and standards, coordinate the implementation of national policies on nuclear safety, and promote the development of national radiation environment monitoring network. We will be thorough and meticulous in nuclear facility regulation, and tighten the management over the transportation of radioactive substances. We will move forward with the treatment and disposal of legacy radioactive wastes and the treatment of decommissioned nuclear facilities.  

Ninth, we will energetically advance the ecological and environmental supervision and enforcement. We will launch the second round of central supervision of ecological and environmental protection. We will make overall plans to carry out strict supervision on our efforts in the control of air pollution in key regions, the environmental protection of centralized drinking water sources, the canvassing and treatment of the sewage outlets that empty into Bohai Sea and Yangtze River, the crackdown on major offences related to solid wastes and hazardous wastes, and the “Green Shield” nature reserve inspection. We will establish a systematic system to prevent ecological and environmental risks, and properly address the environmental emergencies.  

Tenth, we will deepen the reforms in the ecological and environmental sector. We will update the list of construction projects the environmental impact statements of which are to be reviewed and approved by the Ministry. We will accelerate the issuance of pollution permits to key industries. We will move forward with the reform on the comprehensive administrative enforcement in the ecological and environmental sector, and the reform on establishing a vertical management framework for the monitoring, inspection, and enforcement branches of ecological and environmental departments below the provincial level. We will continue to pilot the eco-compensation system, and improve the environmental credit rating system and mandatory information sharing system. We will implement the river chief system and lake chief system, and formulate guidance on implementing bay chief system.  

Eleventh, we will enhance the support capacity. We will advance the enactment and amendment of laws and regulations on the control of pollution by solid wastes and ambient noise. We will develop major sciences and technologies in key areas including the cause and control of air pollution. We will strengthen the ecological and environmental monitoring network and monitoring capacity building and crack down on data fraud. We will complete the second China Pollution Source Census, and speed up the development of big data system in the ecological and environmental sector. We will be the host country of the events on the celebration of the 2019 World Environment Day, and open more environmental facilities to the public. We will initiate the international alliance for green development of the Belt and Road initiative.  

Twelfth, we will comprehensively strengthen Party building. We will organize education program on “remaining true to our original aspiration and keeping our missions firmly in mind”. We will give top priority to raising political awareness, and strictly observe the political disciplines and codes. We will honor the eight-point frugality code, and abstain from formalism and bureaucracy. We will introduce the standards for measuring good officials and build an iron army of the ecological and environmental protectors.  

The meeting was presided over by Vice Minister Huang Runqiu. Vice Ministers Zhai Qing, Zhao Yingmin, and Liu Hua, Chief Inspector of the CCDI Inspector’s Office and Chief Supervisor of the SSC Supervisor’s Office at the MEE Wu Haiying, Vice Minister Zhuang Guotai and some senior leaders presented at the meeting.  

The leading officials of relevant departments of the CPC Central Committee and the State Council, and the principal officials of the ecological and environmental departments (bureaus) of all provinces, autonomous regions, municipalities, sub-provincial cities, and Xinjiang Production and Construction Corps, of the Military Facility Construction Bureau of the Logistical Support Department of the Military Commission of the CPC Central Committee, and of the Ministry’s departments and affiliates also presented at the meeting.
