Vice Premier Zhang Gaoli took an inspection tour to MEP and presided over a symposium on Nov. 17, in order to implement the guiding principles of the 19th National Congress of the CPC and make plans for the air pollution control in the Beijing-Tianjin-Hebei region and surrounding area. Zhang observed the national platform for real-time air quality monitoring data and the heavy air pollution emergency response management platform for the cities on the air pollution passage in the Beijing-Tianjin-Hebei region. He heard a presentation on the air quality estimation and forecast system, visited the exhibitions on the ecological conservation and environmental protection work, and inquired about the effectiveness of the air, water, and soil pollution action plans and related environmental inspection and accountability efforts, as well as the environmental protection developments in Beijing-Tianjin-Hebei region and surrounding areas and other key regions.
The CPC Central Committee and the State Council highly value the environmental protection work, said Zhang Gaoli. General Secretary Xi Jinping stressed that it is imperative to foster and implement the concept that lucid waters and lush mountains are invaluable assets, adopt green growth models and lifestyles, take a civilized development path with advanced production, affluent life, and sound ecological environment, build a beautiful country, create sound work and living environment for the people, and contribute to the global ecological security. We will implement the guiding principles of the 19th National Congress, follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics, raise the “four consciousness”, firmly foster the new development ideas, put up a tough fight against pollution control, and shape a new framework for the modernization with harmony between man and nature.
Zhang stressed that we will give priority to adjusting the industrial structure, energy structure, and transport structure, continue to implement the air pollution control initiatives, and win the battle to defend the blue sky. We will spare no effort in implementing the air pollution control measures targeting the Beijing-Tianjin-Hebei region and surrounding areas in the autumn and winter, and try to achieve the air quality improvement goals. We will systematically advance water pollution control, water ecological conservation and water resources management, strengthen the integrated ground water pollution control, and strictly protect water safety and drinking water sources. Moreover, we will highlight the key regions, industries and pollutants, strengthen soil pollution control, implement the category-specific management of soil environment of agricultural lands and access control of construction lands, carry out soil pollution control and restoration, and pay close attention to rural environment protection. We will make great efforts to prohibit the import of foreign wastes. Also, we will deepen the reforms in the eco-environmental protection area, carry further the central environmental protection inspection, and accelerate the pilot projects on the reform for the vertical management of environmental monitoring, inspection, and enforcement by environmental protection institutions below provincial level. Finally, we will work harder on the studies of the pollution causes and mechanisms, make breakthroughs in the key and generic technologies, speed up the ecological conservation big data project, improve the national environmental monitoring network, and strengthen the science, technology, and basic capacity support for pollution control.
