On Apr. 28, Minister Li Ganjie presided over the ministerial executive meeting which considered and adopted in principle the Report on the Investigation and Evaluation of the Changes in the National Ecological Conditions by Remote Sensing Technology (2010-2015).

The meeting pointed it out that the investigation and evaluation of the changes in the national ecological conditions was conducted as part of the efforts to implement the decisions and plans of the CPC Central Committee and the State Council on promoting ecological progress and improving the ecological and environmental monitoring network. It was an effective way to exercise the unified ecological regulatory functions. The remote sensing by satellite and the double check by technologies on the ground have helped figure out the ecological conditions across the country and in the key areas, identify the main problems, come up with policy recommendations on strengthening the ecological conservation in a new era, and provide scientific evidence for the decision-making for the ecological and environmental protection as well as the national economic development.

The meeting required to be fully aware of the significance of the investigation and evaluation as a permanent system for the investigations into basic national ecological circumstances and provide strong support for promoting the ecological and environmental regulation. First, we will improve the investigation and evaluation levels. We will optimize the investigation and evaluation methodology and technical standards, and work strenuously to improve the accuracy and relevance. We will specify the target areas and increase the investigation items, and better meet the needs of ecological and environmental regulation. Second, we will work harder at the application of the investigative and evaluation results which will be the invaluable basis for formulating the programs and plans, drawing the ecological conservation red lines, the area-wide strategic environmental impact assessment, the central environmental protection inspection, the protection and restoration of the Yangtze River, and the integrated management of the Bohai Sea. Third, we will provide more support for the investigation and evaluation. We will accelerate the team building, effectively enhance the technologies and capacities, improve the platforms, secure the funds, and institutionalize the investigation and evaluation.

Vice Ministers Huang Runqiu, Zhai Qing, and Zhao Yingmin, Leader of the Discipline Inspection Group Wu Haiying, and Vice Minister Zhuang Guotai presented at the meeting.

The officials in charge of the internal departments attended the meeting.
