MEE holds a ministerial executive meeting

On Aug. 28, Minister Li Ganjie presided over a ministerial executive meeting, which considered and adopted in principle the Guiding Opinions on Further Deepening the Reforms on Streamlining Administration, Delegating Powers, and Improving Services in the Ecological and Environmental Sector, and Boosting High-quality Economic Growth, and two emission standards the Limits and Measurement Methods for Emissions from Diesel Vehicles under Free Acceleration and Lugdown Cycle, and Limits and Measurement Methods for Exhaust Pollutants from Gasoline Vehicles under Two-speed Idle Conditions and Simple Driving Mode Conditions.  

The reforms on streamlining administration, delegating powers, and improving services are the major decisions and deployments of the CPC Central Committee and the State Council. It is imperative to accelerate the reforms on the administrative approval systems, strengthen the regulation and compliance inspection, improve the public services, boost the development of eco-industries, and make innovatory economic policies in the ecological and environmental sector, so as to facilitate the modernization of the ecological and environmental governance systems and capacities, invigorate the development, and sustain the high-quality economic growth and high-level ecological and environmental protection.  

The mobile source pollution particularly by NO2 and O3 is growing notably, and exhaust pollutants have become a major source of air pollution. Therefore, it is important to release the amendments to the above said two standards, in order to step up the regulation over in-service vehicles and successfully protect the blue sky from air pollution. Also, technical specifications that support the standards will also be formulated as soon as possible on the environmental check, the data networking, and the remote monitoring of the vehicles.  

Vice Ministers Huang Runqiu, Zhai Qing, and Zhao Yingmin, Chief Discipline Inspector and Chief Supervisor Wu Haiying, and Vice Minister Zhuang Guotai presented at the meeting.  

Other leading officials of the Inspector’s Office and Supervisor’s Office and the principal officials of the internal departments attended the meeting.
