Yangtze River delta regional cooperative mechanisms for pollution control hold working meetings

The seventh working meeting of the Yangtze River delta regional cooperative team for air pollution control and the fourth working meeting of the delta’s regional cooperative team for water pollution control were held in Shanghai on Oct. 12. Li Qiang, a CPC Politburo member, Secretary of the CPC Shanghai municipal committee, and leader of the regional cooperative teams, presided over the meetings and delivered remarks. Minister Li Ganjie spoke at the meetings. Mayor of Shanghai Municipality Ying Yong, Governor of Jiangsu Province Wu Zhenglong, Governor of Zhejiang Province Yuan Jiajun, and Governor of Anhui Province Li Guoying shared local progresses and work plans for controlling the air and water pollution.  

The meetings followed the guidance of the Xi Jinping Thought on Ecological Civilization, Xi’s instructions on higher-quality and integrated development of the Yangtze River delta, and the guidelines of the National Conference on Ecological and Environmental Protection. They wrapped up the major progress and achievements in the implementation of the cooperative tasks, and deliberated and adopted the draft amendments to the terms of reference of the cooperative teams for controlling the air and water pollution in the delta. The seventh meeting also deployed the integrated air pollution control and the joint actions against heavy air pollution this autumn and winter.  

Yangtze River delta as one of the main battlefields identified by the CPC Central Committee in the defense war for the blue sky, the control of the regional pollution will integrate the work progress with the challenges met, the explosive force with the stamina, and the local efforts and regional cooperation, said Secretary Li.  

We will focus on major tasks and thoroughly implement the plans and deployments for controlling the air pollution, noted Li. We will take a problem-oriented approach and introduce targeted policies to control the air pollution, and make concerted efforts in the emergency response to heavy air pollution this autumn and winter. We will proceed with the upgrading of the oil products and the development of the ship discharge control areas, and make greater efforts and useful explorations in the control of the pollution to the cross-province rivers and lakes, the management of the freight transportation and container transshipment at the ports and harbors, and the spread of the coastal electricity generating technologies. We will optimize the energy structure, eliminate the outdated production capacities, and make innovations in sciences, technologies, and mechanisms.  

Furthermore, we will improve the cooperative mechanisms, unify the regional emission standards, product standards, and environmental specifications and norms, and share such information as air quality data, emission inventories, and bad-faith enterprise lists. We will integrate our efforts with important regional development strategies, control the pollution at the source, unify the compliance inspection standards across the delta and conduct inspections together.  

Minister Li Ganjie noted that since the air and water pollution control mechanisms were established in the delta, especially since the working meetings in June, Shanghai, Jiangsu, Zhejiang, and Anhui as well as other member organizations of the cooperative teams have witnessed notable progress in regional air and water pollution control through the cooperative mechanisms. However, we must be more determined and tenacious and take more relevant measures to make continuous improvements to the environment and fight the pollution, given the still daunting environmental situations across the delta.  

The three provinces and Shanghai will go all out to control the air pollution in the autumn and winter, accelerate the industrial, energy, and transportation restructuring, enhance regional cooperation, tackle heavy air pollution, and push forward the integrated management of seriously polluted cities to make sure the annual targets and air quality improvement goals are met, demanded Li. Moreover, they should offer more guidance to late achievers of water quality standards, organize the treatment of dark and odorous waters in the urban areas, enable the protection of the drinking water sources to be more effective, and raise the water environment management level in the industrial clusters.  

The officials in charge of the offices of the cooperative teams briefed the meeting on the progress of the key tasks, the improvement plans of both mechanisms, and the work plans.  

The responsible officials with the NDRC, MOST, MIIT, MOF, MNR, MHURD, MOT, MWC, MARA, NHC, CMA, and NEA, with the local people’s congresses, governments, and local committees of CPPCC as well as the prefectural cities in Jiangsu, Zhejiang, Anhui, and Shanghai attended the meetings.
