This standard is formulated for the purposes of enforcing the Environment Protection Law of the People’s Republic of China, Water Pollution Prevention and Control Law of the People’s Republic of China, and Air Pollution Prevention and Control Law of the People’s Republic of China, implementing the Circular of the General Office of the State Council on Printing out the Implementation Plan for the Pollutant Emission Control Permitting System (Guobanfa [2016] 81), establishing a sound emission standard based system of available techniques, preventing and controlling environmental pollution, improving the environmental quality, and promoting the technological advances for the prevention and control of industrial pollution from the pulp and paper industry. This standard specifies the available techniques for the prevention and control of pollution from industrial waste water, gases, solids, and noise from the pulp and paper industry.
