Functions 

Supervise the ecological environment of surface water in China; Formulate and implement policies, programs and plans, laws, administrative regulations, departmental rules, standards and specifications on water ecology and environment; Formulate and implement the ecological and environmental programs and plans of key water basins and drinking water source areas as well as water functional zoning plans; Establish and implement the cross section water quality monitoring system for trans-boundary waters (provincial and national boundaries); Coordinate the water treatment and restoration of the Yangtze River Economic Belt and other key water basins; Supervise and administer the protection of drinkable water sources, water protection of key national projects, and the discharge control of water pollution sources. Provide guidance in setting up sewage discharge outlets into rivers; Provide support in guiding the prevention and control of agricultural non-point source water pollution.
