Mr. Huang Runqiu, Han ethnicity, was born in Changsha, Hunan Province in August 1963. He is a member of the Jiusan Society. He started his career in February 1986. He graduated from the Hydrology Department of the Chengdu College of Geology with a major in Engineering Geology. He holds a PhD degree in Engineering and the professional title of professor.

Huang is currently a member of the Standing Committee of the 14th National Committee of the Chinese People’s Political Consultative Conference, Minister of Ecology and Environment, and vice chairman of the Central Committee of the Jiusan Society.
