Mr. Zhang Bo, Han Nationality, was born in Huantai, Shandong Province in October 1962. He is a member of the Communist Party of China. He holds a postgraduate diploma and a Ph Degree in engineering, and once served as Professor and Doctoral supervisor. 

He joined the People's Liberation Army in September, 1980 and studied in the Department of Construction Engineering, PLA Logistics Engineering college, majoring in Water Supply and Drainage and Heating and Ventilation. He began his Master's degree study in Xi'an Institute of Metallurgy and Architecture, majoring in Environmental Engineering in September, 1984. After graduation, he began his teaching career in Qingdao Institute of Architecture and Engineering in May, 1987. In November, 1990, he was appointed as Deputy Director of the Teaching and Research Section on Water Supply and Drainage. In April, 1993, he began his Ph D study in Tongji University, majoring in Environmental Engineering. After graduation in July, 1996, he served successively as Deputy Director of the Department of Environmental Engineering, Dean Assistant and Vice Dean of Qingdao Institute of Architecture and Engineering in September, 1997. In June, 2000, he was appointed as Deputy Director General, Shandong Provincial Environmental Protection Bureau, member of the Leading Party Members Group. From July, 2009, he was appointed as Director General, Shandong Provincial Environmental Protection Bureau, Deputy Secretary of the Leading Party Members Group, Secretary of the Leading Party Members Group successively. In August, 2016, he began serving in the Department of Water Environment Management, Ministry of Environmental Protection (MEP) as Director General, and in September 2018, in the Department of Water Ecology and Environment, Ministry of Ecology and Environment (MEE) as Director General. In November, 2019, he was appointed as Chief Engineer of MEE and Director General of the Department of Water Ecology and Environment, MEE.
