Mr. Zhao Yingmin, Han Nationality, was born in December 1964 in Wuxiang, Shanxi Province. He is a member of the Communist Party of China and has a doctor's degree in Science.
In March 1989, he started working with the National Environmental Protection Agency (NEPA), first as a Senior Staff of the Department of Science, Technology and Standards, and then as a Principal Staff and Deputy Director of the Administrator's Office of the General Office of NEPA, and later as Director of the Administrator's Office of the General Office of the State Environmental Protection Administration (SEPA). From February 2000 to September 2005, he worked as the Deputy Director General of the Department of Science, Technology and Standards of SEPA (During this period, he was seconded to work as a CPC Standing Committee member and the Vice Mayor of Guiyang City, Guizhou Province from February 2004 to July 2005). In September 2005, he was appointed Director General of the Department of Science, Technology and Standards and in September 2013, he was appointed Director General of the Department of Pollution Prevention and Control of the Ministry of Environmental Protection (MEP). In November 2015, he was appointed Chief Engineer of MEP. In March 2016, he was elected a member of the Leading Party Members Group of MEP and appointed Vice Minister of MEP. In March 2018, he was appointed Vice Minister and a member of the Leading Party Members Group of the Ministry of Ecology and Environment (MEE) of the People's Republic of China.
