On Aug. 2, MEE circulated the plan for the implementation of the decision of the NPC Standing Committee on comprehensively strengthening ecological and environmental protection and facilitating the uphill battles over pollution in accordance with law.
Between Jul. 1 and 4, an MEE delegation visited Laos and Cambodia. On Jul. 1, Vice Minister Zhao Yingmin had bilateral talks and signed an interdepartmental memorandum of understanding with Lao Minister of Natural Resources and Environment Sommad Pholsena. On Jul. 4, MEE and Cambodian Ministry for the Environment signed a memorandum of understanding in Phnom Penh, and inaugurated the preparatory office for China-Cambodia Environment Cooperation Center. Vice Minister Zhao and his Cambodian counterpart Say Sam Al presented at the signing ceremony.
On Jun. 2, the sixth working meeting of the Yangtze Delta regional cooperation team on air pollution control and the third working meeting of the Yangtze Delta regional cooperation team on water pollution control were held in Shanghai Municipality in East China. Li Qiang, a member of the Political Bureau of the CPC Central Committee and Secretary of the CPC Shanghai municipal committee presided over the meeting and delivered remarks. Minister Li Ganjie, Governor of Jiangsu Wu Zhenglong, Governor of Zhejiang Yuan Jiajun, Governor of Anhui Li Guoying, and Executive Vice Mayor of Shanghai Zhou Bo presided over the meetings and delivered remarks. Persons in charge of relevant State departments spoke at the event.
On May 2, MEE issued the Decision on the Abolishment of the Rules, Regulations, and Regulatory Documents on Pollution Charging.
On Apr. 3, Minister Li Ganjie presided over an enlarged meeting of the Leading Party Members' Group to convey the guiding principles of the important statements delivered by General Secretary Xi Jinping at the first meeting of the Central Commission for Financial and Economic Affairs, and make plans for taking specific measures and dividing the responsibilities. Vice Ministers Zhai Qing and Liu Hua, Leader of the Discipline Inspection Group Wu Haiying, and Vice Minister Zhuang Guotai presented at the meeting. The persons in charge of the internal departments observed the meeting.

Leading officials in relevant departments of the CPC Central Committee and the State Council, directors general of the environmental protection departments/bureaus of the provinces, autonomous regions, municipalities, and sub-provincial cities, Xinjiang Production and Construction Corps, the heads of the Military Facility Construction Bureau of the Logistical Support Department of the Central Military Commission, some senior officials of the Ministry, and the directors general of the internal departments, the regional offices and the affiliated institutions attended the meeting.
On Jan. 2, Secretary of the Leading Party Members’ Group and Minister Li Ganjie presided over an enlarged meeting of the Group, which sent the message of and studied the guiding principles of the meeting of the Politburo on criticism and self-criticism among members in leadership positions and the Central Rural Area Working Conference, and debated and adopted in principle the 2017 annual plan for the meetings of the Leading Party Members’ Group on criticism and self-criticism. Vice Ministers Zhao Yingmin and Liu Hua, and Leader of the Discipline Inspection Group Wu Haiying, leading Party member Zhuang Guotai presented at the meeting. Vice Minister Huang Runqiu and directors general of the internal departments observed the meeting.
On Dec. 1, MEP adopted national environmental protection standard Technical regulation of investigation on exposure factors (HJ 877–2017), which shall enter into force as of the date of release.
On Nov. 1, MEP assembled all the officials and staff to study, disseminate, and implement the guiding principles of the 19th National Congress of the CPC. Secretary of the Leading Party Members’ Group and Minister Li Ganjie presented and delivered remarks at the symposium. A leading Party member and Vice Minister Zhai Qing moderated the meeting. All the officials and staff with the internal departments, regional offices, and affiliated institutions of the Ministry attended the meeting at the main and branch venues.
Between Oct. 1 and 3, Minister Li Ganjie went on an inspection tour to Hebei, Shanxi, Shandong and Henan to visit and send regards to the strict and tour inspectors still at work during the National Day holiday for the integrated air pollution control in the autumn and winter.
On Sept. 1, MEP announced the Guidance for Environmental Impact Assessment of Hazardous Wastes from Construction Projects, which shall enter into effect as of Oct. 1, 2017.
Aug. 1 (Xinhua)-Premier of the State Council Li Keqiang signed No.682 Order of the State Council recently, announcing the Decision of the State Council on the Amendments to the Regulations on the Environmental Management of Construction Projects, which shall enter into force as of Oct. 1, 2017. On Aug. 1, Vice Minister Zhao Yingmin presided over the half-year wrap-up meeting on international cooperation on environmental protection.
On Jul. 3, Secretary of the Leading Party Members’ Group and Minister Li Ganjie presided over a meeting of the Leading Party Members’ Group, and heard report on the united front for environmental protection and the ecological conservation of Xiong’an New Area. A member of the Leading Party Members’ Group Zhou Ying, Vice Ministers Zhai Qing and Liu Hua, and Leader of the Discipline Inspection Group Wu Haiying attended the meeting. Vice Minister Huang Runqiu and directors general of the relevant internal departments observed the meeting.
On Jun. 1, MEP released the Technical Guidance for Measuring the Citizens’ Environment and Health Literacy (on trial).
On May 3, MEP organized the second training seminar in Beijing on the strict air pollution inspection in the Beijing-Tianjin-Hebei region and surrounding areas. Minister Chen Jining paid a visit to the trainees and put forward requirements for the inspection.
On Apr. 1, Minister Chen Jining chaired the ministerial executive meeting, deliberated and adopted in principle the Identification Standards for Solid Wastes-General Rules (draft for approval) and the Control Standard on Ploy Chlorinated Biphenyls for Wastes (amendment to GB 13015-91, draft for approval). Head of the Discipline Inspection Group Zhou Ying, Vice Ministers Huang Runqiu, Zhai Qing, and Zhao Yingmin attended the meeting. The heads of the internal departments observed the meeting.
On Mar. 1, Vice Minister and NNSA Administrator Liu Hua met with Petteri Tiippana, Director General of Finnish Radiation and Nuclear Safety Authority (STUK) in Beijing. The two sides exchanged views on issues such as bilateral cooperation in the area of nuclear power safety.
On Feb. 3, Minister Chen Jining chaired a thematic meeting to analyze and estimate the air pollution control trends in the first quarter of the year and make plans for the next stage.
On Jan. 6, Minister Chen Jining moderated a news conference in Beijing at which he introduced the relevant developments on air pollution control and responded to the questions raised by the press.
On Dec. 2, a teleconference was held in Beijing on canvassing and treating informal garbage dumps. MEP Minister Chen Jining and MHURD Minister Chen Zhenggao delivered remarks at the conference.
On Nov. 1, Minister Chen Jining chaired a thematic meeting to analyze and estimate the recent heavy air pollution trends and make deployments for the next stage.
On Oct. 9, the inauguration ceremony of the MEP Party School & the opening session of the training seminar for director-level cadres in the 2016 autumn semester were held in Beijing. Secretary of the Ministry’s Leading Party Group and Minister Chen Jining addressed the inauguration ceremony.
On Sept. 1, the national symposium among the heads of the general offices of national environmental protection branches was held in Beijing. Vice Minister Li Ganjie spoke at the symposium.
On Aug. 28, Vice Minister Li Ganjie met in Beijing with Ramzi Jammal, Executive Vice President of Canadian Nuclear Safety Commission (CNSC). The two sides exchanged views on bilateral cooperation on nuclear safety and other issues of common concern, and signed a memorandum of understanding on nuclear safety cooperation.
On Jul.4, MEP held a work meeting in Lhasa, capital city of Tibet Autonomous Region on partner assistance of national environmental protection branches to Tibet in the 13th Five-Year Plan period. Minister Chen Jining, and Losang Jamcan, Chairman of the regional government delivered remarks at the meeting, which was chaired by Vice Minister Li Ganjie
On Jun. 3, the first plenary session of the environmental enforcement inspection team under the Standing Committee of the NPC was held in the Great Hall of the People. Vice Chairmen of the Standing Committee Chen Changzhi, Shen Yueyue, and Zhang Ping attended the session. Minister Chen Jining delivered a report on the enforcement of the environment protection law.
On May 4, Vice Minister Zhao Yingmin met in Beijing with Alain Noudehou, UN Resident Coordinator & UNDP Resident Representative in China. The two sides exchanged views on environmental issues of common concern.
Between Apr. 7 and 8, Minister Chen Jining went to Weichang County and Longhua County of Chengde Municipality in Hebei Province to launch investigations on fixed-point poverty alleviation, and organized a ministerial symposium on this effort. Deputy Governor of Hebei Province Zhang Jiehui accompanied Chen in his investigations.
On March 1, MEP Minister Chen Jining met with Mr. Eric Heitz, co-founder and CEO of Energy Foundation in Beijing. They exchanged their views on the cooperation in the field of environmental protection.
On Feb. 1, MEP held a gathering for celebrating the 2016 Spring Festival & a commendation meeting to award the advanced collectives and individuals in 2015. Secretary of the Leading Party Group and Minister Chen Jining extended congratulations on the upcoming New Spring.
On Jan. 4, MEP organized a symposium among local EPBs on the train of thought in environmental protection during the 13th Five-Year Plan period (2016-2020) and the year 2016. Vice Minister Li Ganjie chaired and spoke at the symposium.
