On Apr. 6, Vice Minister Li Ganjie met with Prof Daniel M Cheng, Chairman of the Federation of Hong Kong Industries. The two sides exchanged views on cooperation in the environment sector.
On Apr. 7, Zhou Ying, a Leading Party Member and leader of the Permanent Discipline Inspection Team, chaired a meeting which made mobilizations and arrangements on implementation of the guidelines of the eight rules of the CPC Central Committee and the thematic inspection campaign on treatment of formalism, bureaucratism, hedonism, and extravagance. The entire team of the inspection campaign and some members of the Permanent Discipline Inspection Team attended the meeting.
On Apr. 8, the Women Workers’ Committee of the Departments under MEP held a re-election meeting. Vice Minister Li Ganjie spoke at the meeting.
On Apr. 11, the fourth IAEA International Conference on Effective Nuclear Regulatory Systems was held in Vienna, Austria. MEP Chief Engineer for Nuclear Safety Liu Hua headed a delegation to the conference and acted as the Chairman. The IAEA Director General Yukiya Amano spoke at the opening ceremony.
On the same day, MEP released an announcement that the competent environmental protection department shall not approve the trial production of construction projects and the announcement shall be effective as of the date of release.
Between Apr. 14 and 16, Minister Chen Jining went on an inspection tour to Guangzhou and Shenzhen municipalities of Guangdong Province and attended the signing ceremony of a framework agreement on establishing OBOR Environmental Technology Exchange and Transfer Center (Shenzhen), as well as the Dapeng Forum on Ecological Civilization in Cities of Bay Areas. In this tour, Chen met with Hu Chunhua, a member of the Politburo of the CPC Central Committee and Secretary of the CPC Guangdong provincial committee; Zhu Xiaodan, Deputy Secretary of the CPC Guangdong provincial committee and Governor of the province; and Ma Xingrui, Deputy Secretary of the CPC Shenzhen municipal committee and Mayor of the city. Leading officials with the people’s governments of Guangdong Province, Guangzhou Municipality, and Shenzhen Municipality participated in the inspection tour.
On Apr. 15, MEP printed and distributed the Guiding Opinions on Promoting the Structural Reform of Supply Side through the Role of Environmental Protection.
On Apr. 18, MEP organized a meeting calling for the internal departments to learn and practice the guidelines of the symposium of the CPC Central Committee on the “two learning one to do” education campaign. Secretary of the Leading Party Group and Minister Chen Jining stressed the importance to learn the guidelines of the important instructions of General Secretary Xi Jinping, make earnest efforts to implement the plans of the CPC Central Committee, and ask the leading officials to take the lead in addressing existing problems. A Leading Party member and Vice Minister Li Ganjie addressed the meeting. Leading officials and Party affairs cadres of the Party branches of the Ministry’s internal departments, Beijing-seated regional offices, and affiliated institutions attended the meeting.
On the same day, Minister Chen Jining met in Beijing with Mr. Paulson, the former Secretary of the U.S. Department of Treasury and Chairman of Paulson Institute. The two sides exchanged views on bilateral cooperation in the environment sector.
On Apr. 19, the Publicity Department of the CPC Central Committee, Work Committee of the Central Government Departments, Work Committee of the Departments under the CPC Central Committee, Ministry of Education, Political Work Department of Military Commission of the CPC Central Committee, and the CPC Beijing municipal committee organized the seventh of a series lectures on “Prospects in 13th Five-Year Plan Period”. Secretary of the Leading Party Group and MEP Minister Chen Jining was invited to give a lecture on “centering on improvement of environmental quality, pad the short plank of eco-environment protection”. The public lecture was moderated by Li Zhiyong, Executive Deputy Secretary of the Work Committee of the Departments under the CPC Central Committee. Around 800 delegates from the Beijing-based Party, government, and military departments, people from all walks of life in the capital, and university faculty members and college students listened to the lecture.
On the same day, the fifth Sino-German Environment Forum was held in Nanjing Municipality, capital city of Jiangsu Province in East China. Vice Minister Huang Runqiu gave a keynote speech at the forum, met with Barbara Hendricks, German Federal Minister for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB), and exchanged views on bilateral environmental protection. Deputy Governor of Jiangsu Province Xu Jinrong attended the forum and the meeting.
Between Apr. 19 and 20, the fifth national working conference on nuclear and radiation safety regulation was held in Beijing. Minister Chen Jining spoke at the conference. Vice Minister and NNSA Administrator Li Ganjie made concrete arrangements for the nuclear and radiation safety regulation. The conference commended the collectives and individuals with outstanding performance in the emergency response to North Korea’s fourth nuclear test. Leading officials and staff concerned with the local EPDs (EPBs) attended the event.
Between Apr. 20 and 21, Minister Chen Jining went on an inspection tour to Pujiang County, Jinhua Municipality of Zhejiang Province, attended the national on-the-spot meeting for integrated water environment management and delivered remarks. Vice Minister Zhao Yingmin joined the inspection and chaired the meeting. Deputy Governor of Zhejiang Province Xiong Jianping accompanied the tour and attended the meeting. Participants also included leading officials and relevant staff with the local EPDs (EPBs).
On Apr. 21, the sixth meeting of the Office of the Regional Cooperation Team for Air Pollution Control in Yangtze River Delta was held in Hangzhou Municipality, capital of Zhejiang Province. Minister Chen Jining and Governor of Zhejiang Province Li Qiang attended the meeting which was moderated by Vice Minister Zhao Yingmin. Leading officials with relevant departments under MEP, NEA, and CMA, responsible officials with the people’s governments of Shanghai, Jiangsu, Zhejiang, Anhui, and Jiangxi, and leading officials with the EPDs of Shandong and Henan provinces, and the leading officials of Hangzhou municipal government attended the meeting.
On the same day, Minister Chen Jining and Governor of Zhejiang Province Li Qiang signed the “Agreement of Cooperation on Building a Model Area under Beautiful Country Blueprint” in Hangzhou.
On Apr. 25, the 12th session of the Standing Committee of the 12th NPC was convened, and in accordance with the Environment Protection Law and on behalf of the State Council, Minister Chen Jining gave a report on the state of environment in China in 2015 and the attainment of environmental goals that year.
On the same day, the Leading Party Group held a meeting to learn and convey the guidelines of the guidelines of the training seminar for the leaders and deputy leaders of permanent discipline inspection teams sent by CPC Central Commission for Discipline Inspection. Secretary of the Leading Party Group and Minister Chen Jining chaired the meeting and proposed specific requirements for the implementation of the guidelines of the training seminar. A Leading Party Member and leader of the Permanent Discipline Inspection Team Zhou Ying forwarded the guidelines of the statements of Comrade Wang Qishan and Comrade Zhao Hongzhu.
On Apr. 26, Chinese Minister of Environmental Protection Chen Jining met separately with Japanese Minster for the Environment Tamayo Marukawa and South Korean Minister of Environment Yoon Seong-kyu in Shizuoka, Japan. They had talks on environmental cooperation and signed a memorandum of understanding.
On Apr. 27, the 18th Tripartite Environment Ministers’ Meeting among China, Japan and South Korea (TEMM 18) was held in Shizuoka, Japan. Chinese Minister of Environmental Protection Chen Jining, Japanese Minster for the Environment Tamayo Marukawa, and South Korean Minister of Environment Yoon Seong-kyu headed respective delegations to the meeting, and adopted and signed the Joint Communique of the 18th Tripartite Environment Ministers’ Meeting among China, Japan, and South Korea.
On Apr. 28, MEP interviewed the leading officials of five municipal governments-Changzhi Municipality of Shanxi Province, Anqing Municipality of Anhui Province, Jining Municipality of Shandong Province, Shangqiu Municipality of Henan Province, and Xianyang Municipality of Shaanxi Province, to urge those local governments to implement the “Action Plan for Prevention and Control of Air Pollution” in full scale, and rigorously perform the legal responsibilities for environmental protection.
