Between Oct. 1 and 3, Minister Li Ganjie went on an inspection tour to Hebei, Shanxi, Shandong and Henan to visit and send regards to the strict and tour inspectors still at work during the National Day holiday for the integrated air pollution control in the autumn and winter.

On Oct. 9, National Joint Center for Air Pollution Control held a director’s working meeting and monthly scheduling meeting. Vice Minister Zhao Yingmin presented and spoke at the meetings.

On Oct. 10, the central team of the Leading Party Members’ Group held an enlarged collective study session and a lecture on the study and use of philosophy. Secretary of the Leading Party Members’ Group and Minister Li Ganjie presided over the meeting and Prof. Dong Zhenhua with the Party School of the CPC Central Committee delivered a lecture. Vice Ministers Huang Runqiu, Zhai Qing, and Liu Hua, and Leader of the Discipline Inspection Group Wu Haiying presented at the meeting. All of the officials in the Ministry’s internal departments, and the leaderships and Party affair officials with the Beijing-based regional offices and affiliated institutions attended the meeting.

The inception ceremony of the 10th China Environment Award was held in Beijing. Chairman of the Organization Committee of the Award, a member of the NPC Environment Protection and Resources Conservation Committee Pu Changcheng, and Vice Minister Zhao Yingmin presented at the ceremony.

Between Oct. 11 and 13, Vice Minister Zhao Yingmin headed an inspection team to Longhua County and Weichang County of Chengde Municipality in Hebei Province to check the targeted poverty alleviation progress.

On Oct. 12, MEP held a meeting in Beijing on promoting the implementation of the “three meetings and one lecture” system by the Party Committee of the departments directly under the Ministry. Vice Minister Zhai Qing presented and spoke at the meeting. Officials in charge of the Party branches of the internal departments, and heads of the Party organizations of the Beijing-based regional offices and affiliated institutions attended the meeting.

On Oct. 13, the inception meeting of “State Engineering Laboratory for Lake Water Pollution Control and Ecological Restoration Technology” and the first meeting of the Governing Council were held in Beijing. Vice Minister Huang Runqiu presented and spoke at the meetings.

On Oct. 14, Leader of the Discipline Inspection Group Wu Haiying went to the Beijing-Tianjin-Hebei area to check the progress in the integrated air pollution control in the autumn and winter, and sent regards to the strict inspectors and tour inspectors.

On Oct. 16, Secretary of the Leading Party Members’ Group and Minister Li Ganjie held an enlarged meeting of the Group to convey the guidelines of the seventh plenary session of the 18th National Congress of the CPC, and thoroughly implement the decisions and plans of the CPC Central Committee with Comrade Xi Jinping at the core. Vice Ministers Zhai Qing, Zhao Yingmin, and Liu Hua, and Leader of the Discipline Inspection Group Wu Haiying presented at the meeting. Vice Minister Huang Runqiu, and directors general of the internal departments, Beijing-based regional offices and affiliated institutions observed the meeting.

On Oct. 17, seven State departments MEP, MLR, MWR, MOA, SFA, CAS, and SOA jointly held a video conference on deploying the tour inspection for the thematic Inspection on National Nature Reserves-“Green Shield 2017”. Vice Minister Huang Runqiu presented at the meeting and delivered remarks.

Between Oct. 18 and 20, Vice Ministers Zhao Yingmin and Liu Hua went on an inspection tour to Hebei and Shandong respectively, to check the local progress in the integrated air pollution control in the autumn and winter, and send regards to the strict inspectors and tour inspectors.

On Oct. 19, MEP, NDRC, and MWR jointly printed and distributed the Water Pollution Prevention and Control Plan for Major Watersheds (2016-2020).

On Oct. 20, Vice Minister Huang Runqiu presented and delivered remarks at the 2017 annual conference of Chinese Society of Environmental Sciences.

On Oct. 23, the Press Center of the 19th National Congress of the CPC held a press conference at which Vice Minister of the Office of the Central Leading Group on Financial and Economic Affairs and Minister of Environmental Protection were invited to introduce the green development concept and the building of a beautiful China, and take questions from the international and domestic journalists.

The Press Center also held a group interview themed on “putting up an uphill battle for ecological and environmental protection”, at which five Party members representing the national environmental protection branches took questions from the international and domestic journalists.

On Oct. 26, Secretary of the Leading Party Members’ Group and Minister Li Ganjie chaired an enlarged meeting of the Group to convey the guiding principles of the 19th National Congress of the CPC. Vice Ministers Zhai Qing, Zhao Yingmin, and Liu Hua, and Leader of the Discipline Inspection Group Wu Haiying presented at the meeting. Vice Minister Huang Runqiu, deputy directors general and directors general of the internal departments, and directors general of regional offices and affiliated institutions observed the meeting.

MEP and MIIT signed a memorandum of understanding on environmental protection of telecommunication base stations, with China Telecom, China Mobile, China Unicom, and China Tower.

Between Oct. 29 and 30, MEP organized a thematic workshop oriented to the environmental protection branches across the country to study and implement the guiding principles of the 19th National Congress of the CPC and make plans for fighting the uphill battle for ecological and environmental protection. Minister Li Ganjie presented over the plenary session and delivered a speech. Vice Ministers Huang Runqiu, Zhai Qing, and Liu Hua presented at the plenary session and joined the panel discussions. Vice Minister Zhao Yingmin and Leader of the Discipline Inspection Group Wu Haiying joined the panel discussions as well. Participants included the heads of the environmental protection departments (bureaus) of all provinces, autonomous regions, municipalities, and cities separately listed in State plans, of the Military Infrastructure Construction Bureau of the Logistic Support Department of the Central Military Commission, and of the Environmental Protection Bureau of Xinjiang Production and Construction Corps, directors, DDGs, and DGs of the internal departments, and DGs of the regional offices and affiliated institutions.

On Oct. 31, Minister Li Ganjie met with Sergey Donskoy, Russian Federal Minister of Natural Resources and Environment, in Beijing. The two sides exchanged views on issues of common concern and signed the minutes of the 12th meeting of the Environmental Cooperation Subcommittee under the Prime Ministers’ Regular Meeting of China and Russia.
