Between Feb. 2 and 3, MEP organized the 2018 national working conference on environmental protection in Beijing. Minister Li Ganjie presented and delivered remarks at the meeting. Vice Ministers Zhai Qing, Zhao Yingmin, and Liu Hua, and Leader of the Discipline Inspection Group Wu Haiying presented at the meeting. Leading officials in relevant departments of the CPC Central Committee and the State Council, directors general of the environmental protection departments/bureaus of the provinces, autonomous regions, municipalities, and sub-provincial cities, Xinjiang Production and Construction Corps, the heads of the Military Facility Construction Bureau of the Logistical Support Department of the Central Military Commission, some senior officials of the Ministry, and the directors general of the internal departments, the regional offices and the affiliated institutions attended the meeting.
On Feb. 2, Minister Li Ganjie presided over a symposium in Beijing on winning the battle to defend blue skies. Vice Minister Zhao Yingmin presented at the meeting. The heads of the environmental protection departments of Beijing, Hebei, Liaoning, Shanghai, Jiangsu, Anhui, Guangdong, Sichuan, and Shaanxi, as well as Taiyuan, Jinan, and Zhengzhou shared their experience and contributed recommendations on winning the defense battle. Directors general of the internal departments and affiliated institutions attended the meeting.
On Feb. 5, Secretary of the Leading Party Members’ Group and Minister Li Ganjie presided over an enlarged meeting of the Group, which heard the wrap-up report on the “Green Shield 2017” thematic inspection on national nature reserves and the report on the first round of central environmental protection inspection, and considered and adopted in principle the 2017 annual performance evaluation reports of the directors general of the Ministry and the recommended awards on collectives. Vice Ministers Zhai Qing, Zhao Yingmin, and Liu Hua, Leader of the Discipline Inspection Group Wu Haiying, and Vice Minister Zhuang Guotai presented at the meeting. Vice Minister Huang Runqiu and directors general of the internal departments observed the meeting.
On Feb. 6, MEP held the 2018 video conference on comprehensively strengthening the Party discipline across the Ministry and its branches. Secretary of the Leading Party Members’ Group and Minister Li Ganjie presented at the meeting and delivered a work report. Leader of the Discipline Inspection Group Wu Haiying presented and spoke at the meeting. Vice Minister Zhai Qing presided over the meeting. Vice Ministers Zhao Yingmin, Liu Hua and Zhuang Guotai presented at the meeting. All of the officials of the internal departments, the leadership members and Party affairs officials of the Beijing-based regional offices and affiliated institutions attended the meeting at the main venue. The leadership members of the environmental protection departments of all the provinces, autonomous regions, municipalities, Xinjiang Production and Construction Corps, and cities separately listed in State plans, and of the regional offices and affiliated institutions outside Beijing participated via the video conference system at branch venues.
MEP issued the Risk Rating Measures for Corporate Environmental Emergencies, which shall enter into force on Mar. 1, 2018. As of this date, the Appendixes A and B to the Guideline for Risk Assessment of Corporate Environmental Emergencies (on trial) shall no longer apply to the risk rating of corporate environmental emergencies.
On Feb. 8, Secretary of the Leading Party Members’ Group and Minister Li Ganjie presided over the work report meeting of the Party secretaries and discipline inspectors of the Ministry and the 2018 working meeting for Party building. Vice Minister Zhai Qing wrapped up the work reports. Vice Ministers Zhao Yingmin and Liu Hua, Leader of the Discipline Inspection Group Wu Haiying, and Vice Minister Zhuang Guotai presented at the meeting and commented the work reports. The Party secretaries, discipline inspectors, and commissaries in charge of organization in the internal departments and mass organizations of the Ministry, and the Party secretaries, discipline inspectors, and directors of the Party organizations of the Beijing-based regional offices and affiliated institutions attended the meeting. The Party secretaries, discipline inspection secretaries (chief discipline inspectors), and Party affair officials of the regional offices and affiliated institutions outside Beijing attended the meeting via the video conferencing system at branch venues.
MEP held the 2018 New Year’s greeting party for retired cadres in Beijing. Secretary of the Leading Party Members’ Group and Minister Li Ganjie sent New Spring regards and blessings on behalf of the Group and ministerial leadership, to the senior and retired officials in the Ministry’s internal departments, affiliated institutions and its other branches nationwide. Vice Minister Zhai Qing moderated the greeting party. The retired senior officials, officials, and staff of the Ministry’s internal departments and affiliated institutions, and the leading officials of relevant internal departments attended the party.
MEP adopted national environmental protection standard Technical specification for application and issuance of pollutant permit-General programme (HJ 942-2018), which shall enter into force as of the date of release.
On Feb. 10 and Feb. 12, Minister Li Ganjie paid a visit to senior leaders Qu Geping and Zhou Shengxian and sent sincere regards and New Spring blessings. Vice Minister Zhuang Guotai and directors general of the Department of Human Resources Management and Institutional Affairs and the MEP Committee of Communist Party of China were on the visit tour.
On Feb. 11, Minister Li Ganjie presided over a ministerial executive meeting, which considered and adopted in principle the Ministry’s annual meeting agenda and target number of documents to be issued in the name of the Ministry, circulated the inspection results on major agenda items last year, and made plans for the upcoming Spring Festival and the 2018 annual Two Sessions. Vice Ministers Huang Runqiu, Zhai Qing, Zhao Yingmin, and Liu Hua, Leader of the Discipline Inspection Group Wu Haiying, and Vice Minister Zhuang Guotai presented at the meeting. The directors general of the internal departments attended the meeting.
MEP held the 2018 Spring Festival greeting party and commendation meeting. Minister Li Ganjie delivered New Spring greeting remarks. Vice Minister Zhai Qing presided over the meeting and read out the commendation decision. Vice Ministers Huang Runqiu, Zhao Yingmin, and Liu Hua, Leader of the Discipline Inspection Group Wu Haiying, and Vice Minister Zhuang Guotai presented at the meeting. All of the officials in the internal departments, the leadership members of the Beijing-based regional offices and affiliated institutions, and representatives of the retired officials gathered together to greet the New Spring.
On Feb. 12, Minister Li Ganjie paid a visit to the representatives of the CAS and CAE academicians working in the environmental protection departments in Beijing. Li extended sincere regards to the academicians and requested them to convey New Spring blessings to the scientists and technologists working in the environmental protection departments. Vice Minister Huang Runqiu, the directors general of the Department of Human Resources and Institutional Affairs and Department of Science, Technology, and Standards, as well as the leadership members of the CRAES also paid the visit.
On Feb. 13, Minister Li Ganjie visited the officials at his office building and on behalf of the Leading Party Members’ Group and the ministerial leadership, sent regards and festival blessings to them. Vice Minister Zhuang Guotai accompanied Li in his tour.
Minister Li Ganjie took a trip to Beijing and Tianjin to visit the environmental monitoring technicians and environmental inspectors at the community level, sent sincere regards to them, and extended New Spring blessings to the community level officials in the national environmental protection departments. The directors general of the Department of Environmental Monitoring and Environmental Inspection Bureau accompanied Li in his visit.
On Feb. 22, MEP printed and distributed the Technical Specifications for the Manual Monitoring of Ozone Precursors in the Ambient Air (on trial).
