The 11th Conference of Parties of the Convention on Biological Diversity was held in Hyderabad, India during October 8~19. Over 10,000 people from more 170 countries attended the meeting.
The meeting reviewed the implementation of the Strategic Plan for Biodiversity Construction (2011-2020), progress in achieving the Aichi Biodiversity Objective, and discussed the topics such as collection of resources, biodiversity and climate change, oceans and coastal biodiversity.
Mr. Zhou Jian, head of the Chinese delegation and Vice Minister of Ministry of Environmental Protection attended the High-Level Session and made a speech. Vice Minister Zhou pointed out that China is one of the countries with the richest biodiversity in the world and one of the earliest parties of the Convention on Biological Diversity. The Chinese Government attached great importance to the conservation of biodiversity. The Chinese Government has reviewed and adopted China’s Strategy and Action Plan for Biodiversity Construction (2011-2030) in order to actively implement UN resolutions on the Year of Biodiversity. Meanwhile, the Chinese Government has especially established National Commission on the Conservation of Biodiversity with Vice Premier Li Keqiang serving as the Chairman and released China’s Action Program for the United Nations Decade on Biodiversity in response to the call for UN Decade on Biodiversity, indicating the determination of China in construction of biodiversity with sound actions.
Zhou Jiang put forward the following three points in order to ensure the achievement of the objectives of the Convention and protect global biodiversity: 1) Advocating the principle of construction in the process of development and development in the process of construction. We should facilitate harmonious, coordinated and sustainable development to strengthen the capacity in biodiversity construction. We should enhance biodiversity construction to optimize development path and uplift development quality. 2) Respecting the diversity of actions and measures of each country for construction of biodiversity. Each country should develop its strategy and action plan for biodiversity construction based on practical conditions, mainstream it in national economic and social development plan and organize the implementation. 3) Deepening international cooperation on biodiversity construction. Countries in the world should work together, jointly fulfill their responsibility for biodiversity construction, take practical actions, and share the benefits in a fair and justice way in order to obtain predictable and long-term achievements.
Vice Minister Zhou Jian also exchanged views with his counterparts including EU Environment Commissioners on the conference topics of common concern as well as bilateral cooperation during the conference.
The Chinese delegation with MEP as the head organization and Ministry of Foreign Affairs, Ministry of Finance, Ministry of Agriculture, General Administration of Quality Supervision, Inspection and Quarantine, State Forestry Administration and State Oceanic Administration as well as the government of Hong Kang Special Administrative Region as members attended the meeting.
