This standard is formulated for the purposes of enforcing the Environment Protection Law of the People’s Republic of China, Water Pollution Prevention and Control Law of the People’s Republic of China, and Air Pollution Prevention and Control Law of the People’s Republic of China, implementing the Circular of the General Office of the State Council on Printing out the Implementation Plan for the Pollutant Emission Control Permitting System (Guobanfa [2016] 81), establishing a sound emission standard based system of available techniques, promoting the upgrading and transformation of pollution control measures and technological advances of the enterprises and public institutions, and setting standards for the development of guidelines on available techniques of pollution prevention and control. This standard specifies the principles, outlines, methods, and formats for developing the guidelines on available techniques of pollution prevention and control.
