This standard is formulated for the purposes of enforcing the Environment Protection Law of the People’s Republic of China, the Air Pollution Prevention and Control Law of the People’s Republic of China, and Water Pollution Prevention and Control Law of the People’s Republic of China, and implementing the Circular of the State Council General Office on Printing and Distributing the Implementation Plan for Pollutant Emission Control Permitting System (Guobanfa [2016] 81), improving the technical support system for pollutant permitting, and guiding and standardizing the application and issuance of pollutant permits to the copper smelting industry.
