This Technical Guidelines is formulated for the purpose of implementing the Law of the People's Republic of China on Environmental Impact Assessment, Regulations on Environmental Management of Construction Projects and Technical Guidelines for Environmental Impact Assessment, mainstreaming environmental risk assessment of construction projects into EIA administration scope, which will help whole-process project risk management and raise the quality and efficiency of environmental risk assessment & review work, thus meeting the requirements for legalization and standardization. The current Technical Guidelines is developed based on relevant national EIA regulation & standards and laws, regulations and standards in relation to the administration and safety assessment of hazardous chemicals. It is the Technical Guidelines that environmental impact assessing units adopt when carrying out the assessment of environmental risks. Annex A of the current Technical Guidelines is standard annex, while Annex B is information annex. The current Technical Guidelines was approved by SEPA on December 11 in 2004 and put into effect as of December 11, 2004.
