This guide is formulated for the purpose of implementing Environmental Protection Law of the People's Republic of China, Decision of the State Council on Implementing the Scientific Outlook on Development and Strengthening Environmental Protection (issued by State Council, No.39, 2005), Some Opinions of the State Council on Accelerating the Development of Circular Economy (issued by State Council, No.22, 2005), and Circular of the State Council on Doing well in Recent Key Tasks for Building a Resource-saving Society (issued by State Council, No.21, 2005), facilitating the aluminum industry to develop circular economy, making the best use of resources and energy and preventing and controlling the environmental pollution in the development process of aluminum industry. This guide provides the requirements for pollution prevention and control and environmental protection in the planning, construction, and operation period of projects while the aluminum industry develops circular economy. Relevant businesses and administrative departments may refer to this guide. This guide shall apply to the pollution prevention and control and environmental regulation of environmental protection departments at all levels in the planning, construction, and operation period of projects while the aluminum industry develops circular economy. It shall also apply to guiding aluminum businesses to enhance pollution control while developing circular economy. This guide is the first version.
