The current standard has been developed for the purpose of implementing Environmental Protection Law of the People's Republic of China, Law of the People's Republic of China on Promotion of Circular Economy, Decision of the State Council on the Implementation of the Outlook on Scientific Development and Strengthening Environmental Protection (Guofa No.〔2005〕39), Some Suggestions of the State Council on Accelerating the Development of Circular Economy (Guofa No.〔2005〕22) and Circular of the State Council on Doing Well Recent Major Work on Development of Resource Saving Society (Guofa No.〔2005〕21). The current standard specifies basic conditions and indicators for check & acceptance of comprehensive eco-industrial parks (zones). Based on characteristics of eco industries and key links in construction of eco-industrial parks (zones), Standard for Comprehensive Eco-industrial Parks (Zones) has the following four components: economic development, reduction and circulation of materials, pollution control and park management, which are further divided into 26 indicators. During the revision, 4 basic conditions and 5 specific indicators have been added with adjustment of some indicators based on Standard for Comprehensive Eco-industrial Parks (Zones) (Trial) (HJ/T 274-2006), current status and future development trend of eco-industrial parks (zones). The current standard will be revised at appropriate time with development of the theories and practice of eco industry. The current standard is applicable to the construction, management, check & acceptance and performance assessment of demonstration sites of comprehensive national eco-industrial parks. The current standard is applicable to national economic and technological development zones, national new and high-technology development zones as well as various kinds of industrial parks (zones) at or below province level. Standard for Comprehensive Eco-industrial Parks (Zones) (Trial) (HJ/T 274-2006) will be nullified since the date when the current standard goes into effect.
