Technical Specifications for Emergency Monitoring in Abrupt Environmental Accidents

This standard is formulated for the purpose of implementing Environmental Protection Law of the People’s Republic of China, Law of the People’s Republic of China on Prevention and Control of Water Pollution, Law of the People’s Republic of China on Prevention and Control of Atmospheric Pollution, and Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste, preventing environmental pollution, improving the environmental quality, and setting standards for emergency monitoring in abrupt environmental accidents. This standard provides the technical specifications for the siting and sampling for emergency monitoring in abrupt environmental accidents, for the monitoring items and the analysis methods for field and laboratory monitoring, for the processing and reporting of monitoring data, and for the quality assurance for monitoring. This standard shall apply to the emergency monitoring in abrupt environmental accidents caused by the production, operation, storage, transportation, use and disposal of hazardous chemicals or hazardous wastes as well as by accident or by force majeure such as natural disasters, including the emergency monitoring on surface water, groundwater, atmospheric environment and soil environment. This standard shall not apply to the emergency monitoring in nuclear pollution accidents, marine pollution accidents, pollution accidents involving military facilities, biological accidents, and microorganism pollution accidents. This standard is the first version.
