This standard is formulated for the purpose of implementing the Law of the People's Republic of China on Environmental Protection and Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Wastes, preventing and controlling the environmental pollution caused by hazardous wastes, enhancing the management of hazardous wastes, protecting the environment, and safeguarding people's health. This standard stipulates the criteria to identify the hazardous wastes that are toxic and that can cause cancer, mutation, and toxicity for procreation. This standard shall apply to the identifying of toxic contents in solid wastes produced by any of the production and living activities and other activities. This standard shall be subject to compulsory enforcement according to relevant laws.
