The current standard is developed for the purpose of implementing Environmental Protection Law of the People's Republic of China and Law of the People's Republic of China on the Prevention and Control of Water Pollution, standardizing the construction, operation and management of pulp and paper industry wastewater treatment projects, preventing and controlling environment pollution, protecting the environment and ensuring human health. The current standard specifies technical requirements for the design, construction, check & acceptance, operation and maintenance of pulp and paper industry wastewater treatment projects. The current standard is applicable to pulp and paper industry wastewater treatment projects of the enterprises that employ chemical pulp, chemical-mechanical pulp, mechanical pulp and waste paper pulp. It can serve as the technical bases for EIA, feasibility study, design, construction, installation, debugging, check & acceptance, operation and supervision of such waste water treatment projects. The current standard is issued for the first time in China.
