The current standard is developed for the purpose of implementing such laws & regulations as the Law of the People's Republic of China on Environmental Protection, Law of the People's Republic of China on the Protection of Marine Environment, the Decision of the State Council on Implementing the Outlook on Scientific Development and Strengthening Environmental Protection, Circular of the State Council on the Distribution of the Comprehensive Program for Energy Saving and Emission Reduction and the Circular of the State Council on Approval and Distribution of the Program and Method for Monitoring & Examination of Energy Saving and Emission Reduction, strengthening supervision & management of pollution prevention and control, ensuring smooth progress of handling and exchange of environmental information and unifying the name and code of water pollutants. The current standard tables and classifies water pollutants relevant to environmental management, environmental statistics, environmental monitoring, environment impact assessment, notification and registration of discharged pollutants, various water environment quality standards, various kinds of water pollutants emission standards, and specifies the name and code of water pollutants. The current standard is applicable to the collection, exchange, processing and use of information relevant to water pollutants as well as management of development of environmental information system by environmental protection department at all levels. The current standard is released for the first time in China.
