The current standard is developed for the purpose of implementing laws and regulations such as Environmental Protection Law of the People's Republic of China, Law of the People's Republic of China on the Prevention and Control of Water Pollution, Law of the People's Republic of China on the Protection of Marine Environment, Suggestions of the State Council on Strengthening Major Work on Environmental Protection as well as Opinions of the State Council on Developing Plan for National Main Function Areas, protecting the environment, preventing and controlling pollution and facilitating the advancement of production process and pollution control technologies of bast and leaf fibres textile industry. The current standard specifies water pollutant discharge limits during production process of bast and leaf fibres textile industry as well as monitoring requirements. The current standard specifies special discharge limit for water pollutants in order to facilitate coordinated development of regional economy and the environment, facilitate restructuring and transformation of economic growth mode and guide the development direction of production process and pollution control technologies of bast and leaf fibres textile industry. The current standard is released for the first time in China.
