More penalties proposed for solid waste polluters

China plans to impose successive punishment by the day to violators that fail to stop discharging illegal solid waste after receiving economic punishment, according to head of the country’s top environmental watchdog.

Li Ganjie, the minister of ecology and environment, made the comment as he, on behalf of the State Council, submitted an emendation draft to the Law on the Prevention and Control of Environmental Pollution by Solid Waste to the Standing Committee of the National People's Congress, the country's top legislature, for consideration on Tuesday.

He said the emendation draft also plans to enhance hazardous waste governance with more disposal infrastructure and strengthened punishment for illegal transfers.

Provincial level governments should draft planning for the construction of the disposal facilities and ensure that hazardous waste in their jurisdiction is adequately disposed. People involved in the illegal transfer of hazardous waste will be given a detention of five to 15 days, depending on the circumstances, according to Li.
