The current standard is formulated for the purpose of implementing laws and regulations such as Environmental Protection Law of the People's Republic of China, Law of the People's Republic of China on the Prevention and Control of Atmospheric Pollution, Decision of the State Council on Implementing the Outlook on Scientific Development and Strengthening Environmental Protection and the Suggestions of the State Council on Developing National Plan for Main Function Areas, protecting the environment, preventing and controlling pollution, and facilitating the progress of production process and pollution control technology plate glass industry. The current standard specifies relevant requirements such as the air pollutant emission limits of flat glass manufacturers or production facilities, monitoring and control as well as the implementation of standard and its supervision. The current standard is applicable to the management of air pollutant emissions from existing flat glass manufacturers or production facilities. The current standard is applicable to EIA of construction projects of flat glass industry, design of its environmental protection facilities, check & acceptance of the completed environmental protection facilities as well as control of post-operation air pollutant emissions. The control of air pollutants from manufacturing of solar cell glass in electronic glass industry (substrate glass for thin-film solar cells and encapsulative glass for crystalline silicon cells etc.) shall comply with the current standard. The water pollutant discharge and noise of plate glass manufacturers shall apply relevant national pollutant discharge standard. The identification, treatment and disposal of generated solid waste shall apply national standard for control of solid waste. The current standard is issued for the first time in China. The control of air pollutants from flat glass manufacturers shall comply with the requirements of the current standard and no longer implement relevant requirements of Standard of Smoke and Dust Emission for Industrial Kiln and Furnace (GB 9078-1996) and Comprehensive Emission Standard of Air Pollutants (GB 16297-1996) since the date when the current standard goes into effect.
