This standard is formulated in a bid to implement laws and regulations including the Environmental Protection Law of the People’s Republic of China, the Law of the People's Republic of China on the Prevention and Control of Atmospheric Pollution, Decision on the Implementation of Scientific Outlook on Development and Strengthening Environmental Protection by the State Council as well as the Opinions on the Compilation  of National Subject Functional Zones by the State Council, protect the environment, prevent pollution and promote the advancement of production techniques and pollution treatment technologies for brick and tile industry. The standard stipulates the ceiling value for the emission of air pollutants and requirements on monitoring of brick and tile manufacturing enterprises and is applicable to the air pollution prevention, control and management of such enterprises. All the concentration of pollutants in this standard is mass concentration. The discharge of other pollutants of effluent, odor pollutants and environmental noise by brick and tile manufacturing enterprises shall observe corresponding applicable national pollution discharge standards, and the identification, treatment and disposal of solid wastes hence generated shall observe applicable national standards on solid waste pollution control. This standard is issued for the first time.
