This standard is formulated for the purpose of implementing Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Wastes, Law of the People's Republic of China on the Prevention and Treatment of Infectious Disease, Regulations on the Administration of Medical Wastes, and other regulations in the field of medical wastes, enhancing the safety management of medical wastes, protecting the environment, preventing the spread of diseases, safeguarding people's health, achieving the goal of environmentally sound treatment of medical wastes and minimizing the amount of them, regulating the application of the technology to treat medical wastes by chemical disinfection, and guiding the planning, design, construction and operation of projects on chemical disinfection centralized treatment of medical wastes. This standard shall apply to the new, rebuilding and expanding projects for centralized treatment of medical wastes with chemical disinfection technology, as well as the operation and management of chemical disinfection plants.
