This standard is formulated for the purpose of implementing the Law of the People's Republic of China on Environmental Protection, Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Wastes, the Law of the People's Republic of China on the Promotion of Cleaner Production and other relevant laws and regulations, carrying out the 11th Five-Year Plan for National Economic and Social Development (2006-2010), implementing the Action Plan for Comprehensive Treatment of Pollution Caused by Chromium Residue jointly released by National Development and Reform Committee and State Environmental Protection Administration, ensuring the environmental safety, and safeguarding people's health. This is an interim standard, which will be replaced when the State introduces relevant control standard for the pollution caused by solid wastes. This standard shall apply to the detoxification, comprehensive use and final disposal of chromium residue, environmental protection and pollution control during the identification, stack, digging-up, packaging and transportation, and storage of chromium residue in this process, the evaluation of safety for products made from the detoxification and comprehensive use of chromium residues, as well as the supervision of environmental protection. This standard shall apply to the chromium residue arising from the process to produce chromium salt by baking process with calcium compounds. The disposal and treatment of chromium residue arising from the process to produce chromium salt by baking process and other solid wastes containing chromium (VI) shall be carried out according to this standard.
