This technical standard is formulated for the purpose of implementing Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Wastes and relevant laws and regulations, promoting the recycling of resources, saving the energy, preventing the environmental pollution caused by the dismantling, recycle and disposal of used machinery and electrical products, regulating the construction of sites for the dismantling, recycle and disposal of used machinery and electrical products. This standard shall apply to the pollution control and environmental protection management during the planning, construction and operation processes of the site for the centralized dismantling, recycle, and disposal of used machinery and electrical products.
