According to Law of the People's Republic of China on the Prevention and Control of Water Pollution and Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Wastes, this standard is formulated for the purpose of ensuring the water quality of the Three Gorges Reservoir to meet the environmental requirements after it starts operation and ensuring the safety of the Three Gorges projects. This standard shall apply to all processes, from the clean-up of solid wastes in the bottom of the Three Gorges Reservoir to the investigation, planning, design, implementation, monitoring, check and acceptance of their disposal and treatment. The clean-up package for the purpose of this standard shall include the clean-up of solid wastes in the areas below the relocation line (expected impoundment level) in all stages of the water storage of the Reservoir as well as their disposal and treatment.
