This guideline is developed for the purpose of implementing such laws as the Law of the People's Republic of China on Environmental Protection and Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste, protecting the environment, ensuring public health, standardizing the monitoring of dioxins from the emissions of hazardous or medical waste incinerators, and minimizing the pollution resulting from incineration of hazardous or medical wastes. The current specifications specify such technical requirements as the identification of monitoring sites for dioxin emission from hazardous waste incineration facilities, operation situation when taking the sample, sampling equipment, analysis method, quality assurance & quality control, data processing, result expression and monitoring report. This standard is applicable to dioxin monitoring of environmental check & acceptance of completed construction projects of hazardous or medical waste incineration facilities or co-disposal facilities as well as the supervision monitoring work. The entrusted monitoring should refer to this standard. The monitoring of dioxin emission from garbage incineration facilities may refer to this guideline.
